<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 9, 1986 <br /> <br />Council Business, continued <br /> <br />Schmidt inquired about the property to the west of the proposed <br />Montesorri School/day care; Locke indicated they were all single <br />family homes on 11th Avenue N.W., which are beyond a deep wooded <br />ravine; Stengline further commented there are a lot of existing <br />trees to buffer the homes. <br /> <br />Schmidt expressed concern about those residents' opinion of a <br />day care rather than homes, as originally projected. <br /> <br />Williams inquired as to the property east of the proposed two <br />single family homes; Stengline indicated the lots are very large <br />with a lot of bushes and the existing homes are quite a distance <br />east of that area; Benke believed residents of homes on Eighth <br />Avenue use some of the land for gardens. <br /> <br />Williams believed something of a higher density would be more <br />appropriate. <br /> <br />Schmidt stated he would not be opposed to a Montessori school on <br />the site and asked if anyone would be opposed. <br /> <br />Benke stated this area has a long history of involvement and, <br />because this proposal differs substantially from the planned <br />single family homes, believes the proposal merits further consid- <br />eration. Benke stated he would be comfortable taking the proposal <br />through the public involvement process and, seeing opportunities <br />to provide a very useful facility, believes there are ways it can <br />be made compatible. <br /> <br />Stengline stated Bel Air will be going through the area and talk- <br />ing with the neighbors about the complete proposal as they did <br />with Birch Pond and Windsor Green; and stated the soil is such <br />that it would almost be economically unacceptable to correct the <br />soils for anything other than single family homes. <br /> <br />Action was neither required nor taken on this item. <br /> <br />As Jim Winkels from Winfield Development, Inc. had not yet <br />arrived, the update was moved to the end of the agenda for <br />consideration at that time. <br /> <br />Kelley reviewed the staff report concerning noise abatement <br />enforcement, noting the options (curfew at a given time, decibels <br />or common sense). <br /> <br />Benke concurred with staff to take no action; Brandt felt the <br />current common sense method is a good one but suggested informa- <br />tion be published as to when a noisy event will end to alleviate <br />a lot of anxiety. <br /> <br />Schmidt also concurred with staff, feeling it is appropriate, at <br />times, to allow the community's judgement to control behavior. <br /> <br />Page Five <br /> <br />Update: Winfield <br />Development, Inc. <br />in TID #6 <br /> <br />Noise Abatement <br />Report 86-312 <br />
