<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />Dece er 9, 1986 <br /> <br />Council Business, continued <br /> <br />In response to Williams's question concerning construction to <br />the south of the apartments, Stengline indicated Mr. Erks of the <br />Harbon Montessori School has been looking at the site for the <br />relocation of his school and asked for council feedback for that <br />type of use. <br /> <br />Locke explained the entire site is zoned R-3B which would allow <br />for a day care as a special use which would need to go through <br />the Planning Commission process; staff feels it is a reasonable <br />and desirable use for the city, a good site, and it works within <br />Tax Increment District No.6. <br /> <br />In response to Benke's question, Stengline indicated the poor <br />soils are on the south end of the proposed site which would be <br />the location for the Montessori School's parking lot. <br /> <br />Stengline added that Erks is excited about the site and Bel Air <br />is comfortable with the possibility of the school in the devel- <br />opment, and indicated that Bel Air would like to develop the <br />property east of Ninth Avenue N.W. at the same time. <br /> <br />Williams asked if Bel Air might want to come back and build <br />another apartment to be precluded by the Montessori School; <br />Stengline stated it was early to answer that question, and would <br />want to see how the first two building go. Stengline added Bel <br />Air should have a reading five or six months after the completion <br />date. <br /> <br />In response to Benke's question, Stengline indicated the school <br />will be similar to that recently proposed on Long Lake Road, but <br />it would change to adapt to the lot and indicated Pete Sergeant <br />could contact Locke to completely answer the question. <br /> <br />In response to Benke's question concerning traffic, Stengline <br />anticipated most would come and go from Tenth Street but also <br />felt some would use Eighth Street. <br /> <br />Schmidt questioned the density on the south side of Tenth Avenue, <br />and the original plans with regard to single family homes; Locke <br />indicated the previous scheme had two apartment buildings approxi- <br />mately the same size as the current plan) with the balance of the <br />land having zero lot line single family homes, for a total of 18 <br />single family homes in addition to the apartments. Locke further <br />indicated the current scheme trades off homes for the Montessori <br />school. <br /> <br />Schmidt stated a lot of development would not appear to be prac- <br />practical with the bad soils; Stengline noted the water table is <br />about two to three feet, with firm ground ten to fifteen feet. <br /> <br />Page Four <br />
