(2) <br />was in favor of the street closing so that there would be a direct <br />access for children and also suggested that the parking lot be situated <br />on the south side of the park which would alleviate parking problems <br />cited by residents. <br />Department gave Board a time table for the development of the 29th <br />Avenue park site. Grading and filling, sewer and watex and electrical <br />services in by the summer of 1975, which the money has been appropriated. <br />In 1976 necessary money far development, including shelter building, <br />lay apparatus, tennis courts would equal approximately $120,000 and <br />~~5,000 is budgeted. Regarding development, two options exist: 1} <br />Erect a building, free skating area, field area. 2) Install hockey <br />rink with lights, apparatus area, parking lot and picnic facilities. <br />Residents indicated an interest in erecting a building first. It was <br />also suggested that the possibility of an inexpensive building be <br />explored. McChesney asked Board how one goes about pushing for more <br />capital funding for park development beyond 1976. Dahl suggested to <br />appear at the public hearing on Capital Improvements Program on <br />February 20. It was added also that one might indicate to Council <br />members the need for additional capital improvement monies. <br />Vermont Park-Site - Department explained to the Board that no sub- <br />stantial changes from original plans were in store for this site and <br />detailed the proposals for development. Residents felt a need for a <br />parking facility. Concern was made by Mrs. Alvin Weiss, 1~9 lst <br />Avenue S.E., as to trespassers traveling to the park through resident's <br />yards. Dahl suggested same procedure that worked for same complaint <br />when Hansen Park was developed. That is to wait a period of time for <br />habits to change and for people to learn to use park entrances. A <br />time table was given to Board by Department with added comments that <br />inflation is a problem and that the budgeted amount is no longer <br />adequate. In 1975 the plans call for grading, water and sewer, electrical <br />etc. In 1976 all other development, exluding the shelter building is <br />scheduled. Gunderman suggested to the Vermont site ~esidents that they <br />attend the Capital Improvements hearing on February 20. Dahl added that <br />a park does not get completely developed in one year; it is an ongoing <br />process. Rick Daas, 361 2nd Avenue S.E., felt that the proposed shelter <br />building should be .left to the last with other park development taking <br />precedence. <br />Hansen Park Tennis Court Lighting - Gunderman made a motion to delay <br />action on the ligh ing of Hansen~Park tennis courts. Dahl seconded the <br />motion. Motion carried 6-0. Discussion on relative merits of various <br />lighting systems followed. <br />Tree Disease Program - The City is investigating the possibility of a <br />consortium for tree removal and disposal. The recycling organization <br />provides manpower and hired professionals. Presently the City is locked <br />in a contract through 1975. <br />
