Department gave Board a time table for the development of the 2gth Avenue park site. Grading and filling, sewer and water and electrical services in by the summer of 1975, which the money has been appropriated. In 1976 necessary money for development, including shelter building, lay apparatus, tennis courts would equal approximately $120,000 and ~~5,000 is budgeted. Regarding development, two options exist: 1) Erect a building, free skating area, ~"ield area. 2) Install hockey rink with lights, apparatus area, parking lot and picnic facilities. Residents indicated an interest in erecting a building first. It was also suggested that the possibility of an inexpensive build~.ng be explored. McChesney asked Board how one goes about pushing for more capital funding for park development beyond 1976. Dahl suggested to appear at the public hearing on Capital Impro~tements Program on February 20. It was added also that-one might indicate to Council members the need for additional capital improvement monies. Vermont Park Site - Department explained to the Board that no sub- stantial changes from original plans were in store for this site and detailed the proposals for development. Residents felt a need for a parking facility. Concern was made by Mrs. Alvin Weiss, l~-g 1st Avenue S.E., as to trespassers traveling to .the park through resident's yards. Dahl suggested same procedure that worked for same complaint when Hansen Park was developed. That is to wait a period of time for habits to change and for people to learn to use park entrances. A time table was given to Board by Department with added comments that inflation is a problem and that the budgeted amount is no longer adequate. In 1975 the pl.~.ns call for rading, water and sewer, electrica~ etc. In 1976 all other development, euding the shelter building is scheduled. Gunderman suggested to the Vermont site ~esidents that they attend the Capital Improvements hearing on February 20. Dahl added that. a park does not get completely developed in one year; it is an ongoing process. Rick Daas, 361 2nd Avenue S.E., felt that the proposed shelter building should be left to the last with other park development taking precedence. Hansen Park Tennis Court Lighting - Gunderman made a moti~an to delay action on the high ing of Hansen~Park tennis courts. Dahl seconded the motion. Motion carried 6-0. Discussion on relative merits of various lighting systems followed. Tree Disease Program - The City is investigating the possibility of a consortium for tree removal and disposal. The recycling organization provides manpower and hired professionals. Presently the City is locked in a contract through 1975.
