(3) <br />Motion by Smith< The Park Board recommends to the Council that the <br />City attempt to negotiate a parcel of land between the Harstad property <br />and Seminary of approximately 5 acres with _publc access for a tot lot. <br />Seconded by Sullivan. Motion carries: 6 - Ayes J_ - Naye (Dahl) <br />TAP Arena. <br />City resident, James Checco, informed the Park Board that he felt New <br />Brighton should have its own ice arena and asked what are the feasible <br />alternatives to such an approach. Smith brought the Board up-to-date <br />on the various aspects of an ice arena, its history, etc. Dahl cited <br />that the lowest figure obtained by the Board for an ice arena was <br />$750,000 and questioned how we can put this figure in the Capital <br />Improvements Plan. Smith stated that one answer may be with a bond <br />issue. Gunderman suggested to Checco that his group put together some <br />type of package with all the details, including cost figures and location <br />and then have the Park Board look into this proposal with the assurance <br />of the group's assistance. Dahl would like to make some decision as to <br />the total picture and not separate items,; first an ice arena, then an <br />outdoor. pool, indoor pool, etc. Checco suggested to the Board that a <br />City employee make a study of costs and location. Dahl stated that <br />studies cost money. Gunderman said that the competition among area <br />ice arenas is great. Smith stated that we would not want to 'put an <br />ice arena on school property and he would like to see a feasibility <br />study done. Gunderman asked about the possibility of a joint-powers <br />agreement and further commented that the Park Board cannot do a feasi- <br />bility study alone and if an interested group offers assistance, such <br />a study would be possible. Dahl requested mare specific information <br />about major facility needs for the City from the Citizens Study <br />Committee. It was requested that a member of the Citizens Study Committee <br />be present at the January Park Board meeting. Weissman suggested that <br />the area park and recreation directors meet to discuss the possibilities <br />and find a location in New Brighton. <br />Motion by Weissman: For a preliminary investigation on part of the <br />Department to question neighboring directors as to their plans and also <br />the possible location of an arena. Seconded by Jasinski. Motion <br />carries 7 - Ayes 0 - Nayes <br />Motion by Smith: Requesting Department to come up with a plan to <br />conduct a feasibility study for an ice arena and to include the amount <br />of effort this will entail. Seconded by Jasinski. Motion carriese <br />7 - Ayes 0 - Nayes <br />Jasinski stated that St. Anthony should be considered in that it offers <br />the addition of a second school district and organized hockey program <br />to contribute to the support and use of the project. <br />
