(2) An agreement for the Church. to construct a recreational area at this site was .approved by the Council in 1973. The Church has obtained voluntary equipment and operators and started to construct one ball diamond. It was suggested that at some later date a letter from the Board be sent in appreciation. Community Service Program Further input and possibly more projects were requested. Department staff indicated that thus far Bill Erickson, currently working on his Eagle Scout Badge, has proposed a project. The project is being re- viewed by the Boy Scouts, which is the numbering of all ball diamonds in .New Brighton. Another boy is interested in making a sign f.or Freedom Park, similar to those in existence at other park sites. A possible project by the Jaycees includes obtaining a telephone pole for the purpose of carving a symbolic totem pole for Totem Pole Park. The Mrs. Jaycees and Jaycees are presently sponsoring free buses for the Senior Citizens in .New Brighton and Moundsview for the purpose of Christmas shopping at either Brookdale or Target on December 13 and 14. Seminary Property The Department stated that the City is interested in obtaining park land, however, Harstad and the Seminary are not interested in donating any land. Therefore, the City will not be given any land and the only alternative may be the donation of sitework by the developer on the Salem Covenant site. It was felt by the Department that the Salem Covenant Church U.*ill probably develop the one ball diamond and that will be the extent of their development. It is becoming increasingly unlikely that the land will be used as a water treatment site. The question was asked by the Board what are the chances of obtaining property for possible space on Seminary or Harstad property for a tOt lot. Gunderman stated that we must provide recreational space. Dahl asked if the Board would be satisfied if the Council were to speed up action on the Salem Covenant site. Gunderman made the statement that the Salem site would be a back-up system. It was explained to the Board that Harstad is willing to give approxi- mately 4 acres of property and that there is the possibility of negotia- tions with the Seminary. The Board was also informed that negotiations have taken place with Harstad and the Seminary and neither of the parties appear willing to donate any suitable land. The Department feels that they are not interested in giving any suitable land. Staff also felt that negotiations may be impaired concerning the possible 100 hours of landscaping by Harstad on the water treatment site, if the Board went on record favoring a land donation. This sitework could be scheduled for late 1975 or X976.
