<br />{3) <br />was informed that a committee of the staff had. worked out the order <br />of the projects after considering all Board and Commission reports, <br />staff recommendations and the project revenues for the next five years. <br />The review of the plan included a comparison of the Board's recommen- <br />dations and the-final plan. Dahl raised a question about the proposed <br />Long Lake study and plan being moved to 1978. It was explained that <br />this change from the Board's recommendation resulted from a review <br />of the City's agreement with Mr. Hipp as to the date of the City <br />taking possession of the Long. .Lake site. The Board indicated further <br />concern that the planning for the Long Lake site should begin before <br />1979 so that when the property is turned over to the City, the develop- <br />meat can begin. Gunderman asked about the status of this project in <br />relationship to the Ramsey County Open Space Plan for the area. The <br />Department stated that the Capital Improvements timetable would change <br />if the County became a factor and that the plan would be reviewed in <br />its entirety before the 1976-80 Capital Improvements Program was <br />proposed. Smith asked about the Board's recommendation for tennis <br />courts in the Totem Pole/Foss Road area. The Board was informed that <br />the tennis courts; had not been entered because the location of the <br />tax forfeiture property and that at this location it was determined <br />to be less-than-desirable for this proposal. Smith stated that 'this <br />was the only location in the area that would be a~railable in the area <br />for tennis courts and again asked that property be examined farther <br />for these purpose.. <br />The Board asked about the Vermont Park site and the 15th Street site <br />and whay the new figures varied from the original. It was explained <br />that the new Figures reflected the City Engineer's estimates of the <br />cost for these two projects. <br />Dahl asked about the Board's recommendation to lighting areas in the <br />parks for recreational use and about the lighting of the Hansen Park <br />road for safety purposes. It was explained that the current operating <br />budget and the lighting for skating and hockey purposes would achieve <br />the lighting of recreational areas in the parks. It was further <br />explained that the Department has explored the possibility of utilizing <br />the City's current street lighting program to pxoduce a method of <br />gaining lighting for the purpose of safety. The Department has met <br />with Mr. Frank Graham, representative of Northern States Power Company, <br />concerning the City's street lighting program and has found that this <br />method of lighting could be achieved at 'considerable savings to the <br />City. <br />The Board was informed that the project titled "Hard Surface Area at <br />Hansen Park" could include lighting also. Gunderman asked about the <br />lighted facilities at Irondale High School and where this project fit <br />into the Department's plans since it was not included in the Capital <br />Improveffients Program. It was explained that this project has been <br />included in the Department's Capital Outlay section of the 1975 .~ <br />operating budget, Gunderman asked what the City's responsibilities <br />would be at this site. It was explained that the items included in the <br />Capital Outlay Budget were constructed ofo 1 - softball diamond, <br />inclusive of player benches, backstop and an ag-lime infield.
