(2) <br />the exchange of City property for other property within the PRD and <br />selling the property to Farr with his leasing it back to the City for <br />park purposes. Smith moved that the Park Board recommend to the Council <br />that the City-owned 32 acres be utilized for active recreation with the <br />initial site work being done by the developer to make it useable and <br />blend it into the proposed passive area and hand create the necessary <br />access. Seconded by Jasinski. Gunderman asked if the motion inferred <br />Park Board's approval of apartments, townhouses, etc. in place of single- <br />family units. Other Board members replied that the question of approval <br />was not inferred to them only the question of satisfying park and recrea- <br />tion needs for the proposed development. Motion carried 5-1. Gunderman, <br />naye. <br />New Park Site Hearings <br />The Board has set hearings for neighborhood input into the development <br />of the two new park sites. Hearings are set for June 26 at 8000 p.m. <br />for the Vermont Park ,area and 9°00 p.m. for the 15th Street and 29th <br />Avenue 1V.til~z. area. <br />Lighted Tennis Courts <br />Dahl asked if it would be possible to light the tennis courts at Hansen <br />Parka It was explained that this project had been requested for the 197~- <br />Capital Improvements Program but had been delayed until 1976. Dahl <br />asked if the skating rink lights could be turned to light the tennis <br />courts. It was explained that tennis court lighting could be done only <br />at the net line and although an attempt has been made to utilize the <br />skating lights for both purposes, it turned out to be impossible to do so. <br />Gunderman asked if the lights could be metered with the proceeds going <br />to the park for the cost of the lights. Other communities' experience <br />has indicated that this was not possible9 the proceeds would only cover <br />cost of electricity. <br />Tennis Scheduling <br />Shelney Bier requested that the Board consider a system of scheduling <br />tennis courts for resident use. She stated that many people were abusing <br />the one-hour time limit and older children were bullying smaller children. <br />In discussion it was brought out that several other communities had tried <br />reservation systems and without a person to supervise the courts, the <br />system was unworkable. Gunderman indicated that he felt it was an <br />administrative matter and although he recognizes the difficulties of <br />scheduling, he requested the Department staff to review alternatives <br />for consideration on June 26. <br />
