(2) <br />Cook moved to recommend to the Council that the Park Board feels the <br />property should remain zoned as R-1 but if the ~RD is approved, then <br />the trade as proposed is not acceptable; more acreage is .needed to <br />provide the following facilities for the anticipated increase in <br />population. <br />1. Shelter <br />2. Parking <br />3. Ball Diamond <br />~. Skating Facilities <br />5. Play Area <br />6. Field Area <br />The Metro Council recommends 10 - 25 acres for this type of .facility. <br />Seconded by Weissman. Motion carries. <br />Energy Crisis - Winter Programs <br />The Board was presented a list of policies which the Department is <br />going to be following to aid in alleviating the energy problem in <br />so far as possible. <br />7_. Building thermostats will be set to 60 degrees when in use, <br />50 degrees when not in use. <br />2. Whenever possible maintenance will be performed without lights. <br />3. Routine weekend maintenance on rinks will be eliminated. <br />~. Shelters will be closed when lack of participation warrants. <br />5. Snow removal will not commence until snowfall has completely <br />ceased. If snowfall continues past shelter opening, then <br />removal will be delayed until the following day. (Except on <br />weekends.) <br />The Board complied with the policies and suggested they be heavily <br />publicized to increase public understanding. <br />Minnesota Environmental Sciences Center Proposal <br />The proposal developed in response to previous meetings was handed <br />out to the Board and will be reviewed at the January meeting. <br />Department Report <br />1. Ice Arena - Board members indicated a mixed response to the <br />Park Board's request that the Council initiate a feasibility <br />study for an ice arena. <br />
