I

I

I

Council Meeting Minutes
November 25, 1986

Council Business, continued

Gunderman inquired if wood signs had been given any consideration.

In answer to questions regarding wood posts, Proper stated the
City looked into using them in the past and it was decided that
there were no advantages to using them because, by the time all
the required modifications were made, there were no amenities
left. Stated that the idea had then been abandoned.

Proper stated that, although the City could get permission to use
wood posts, the City would still have to use metal signs. Stated
that at a prior council meeting it was decided that there was no
desire to go to the wood posts if we couldn't have wood signs.

Following a discussion of the color of the lettering on the signs,
Benke pointed out that black and white is generally reserved for
regulatory signs and green and white being used for informational
signs.

The design of the signs and placement of the slogan and logo was
discussed.

Schmidt suggested framing a motion that black lettering on white
reflective metal be used provided no state regulations are
violated by so doing, or an alternative motion that we adopt the
white on green eliminating the slogan.

Gunderman stated he was opposed to a motion to adopt any of the
proposed signs. Stated that he perceived no improvement over
the present signs.

Williams stated that since wood signs are prohibited, he is in
agreement with Mr. Gunderman.

Benke stated that originally the plan was to design signs that
would more accurately reflect the spirit of the community.

Motion by Benke, seconded by Brandt, to APPROVE THE SIGN WITH
GREEN LETTERING AND WHITE REFLECTIVE BACKGROUND STATING "WELCOME
TO NEW BRIGHTON", INCLUDING THE LOGO AND NO SLOGAN.

4 Ayes - 1 Nay (Gunderman), Motion Carried.

Locke briefly reviewed and explained the staff report concerning
purchase agreements for three parcels within T.I.F. District No.
6 north of 10th Street NW required to provide the site for the
proposed Winfield Office Development.

Schmidt asked for a brief summary on Winfield's feasibility
study for this site and also Bel Air Builders plans for the
south side of the street.

Page Four

Purchase Agree-
ments: T.I.F. #6
10th Street NW
Winfield Office
Development
Report 86-289
