<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 25, 1986 <br /> <br />Council Business, continued <br /> <br />There was a brief discussion regarding the language of the <br />Agreement. <br /> <br />Schmidt asked if the appointments are to be made in the next 30 <br />days, or would the Council put it on the Consent Agenda when <br />the agreement comes back and it would be approved at the next <br />meeting without further discussion. Suggested that if there were <br />a problem with the language, the council could pull it off the <br />agenda and discuss it. <br /> <br />Benke said that would work. <br /> <br />Gunderman stated that he would like to be reminded who are the <br />City's appointees to the Board. <br /> <br />Williams stated he was in favor of changing the Joint Powers <br />Agreement, but felt the council should try to encourage Ramsey <br />County to continue to find a member from Anoka County since <br />Anoka County is in the service area of the Regional Park. <br /> <br />Gunderman asked for clarification on how the increase from 7 to <br />9 members would make it easier to get a quorum. <br /> <br />Anderson responded that getting a quorum is not the issue here, <br />but that the request for an increase in the size of the board is <br />due to the fact that they have had more applicants than positions <br />availabl e. <br /> <br />Gunderman referred to the Park Board minutes wherein one of the <br />members expressed concern regarding a quorum. <br /> <br />Anderson replied the Park Board had a concern about a quorum <br />because in 1986 there was one occasion where there was no quorum <br />for a meeting. Stated he could get an attendance report on each <br />of the appointees. <br /> <br />Motion by Gunderman, seconded by Williams to APPROVE THE STAFF <br />RECOMMENDATION TO APPROVE CHANGES IN THE JOINT POWERS AGREEMENT <br />AS APPROVED BY THE RAMSEY COUNTY BOARD IN RESOLUTION 86-612 AND <br />86-613. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Richard Wriskey, City Forester, briefly reviewed and explained <br />the staff report concerning the design of new City entrance <br />signs. <br /> <br />Wriskey showed an example of the current sign and also showed <br />examples of three new designs: "Welcome to New Brighton" in <br />black lettering with the City logo; "City of New Brighton" in <br />green lettering with logo and slogan; "Welcome to New Brighton" <br />in green lettering with logo and slogan. <br /> <br />Page Three <br /> <br />Design of New City <br />Signs <br />Report 86-288 <br />
