<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 25, 1986 <br /> <br />Council Business, Continued <br /> <br />Locke briefly reviewed the staff report concerning a request for <br />participation in a market analysis feasibility study within <br />T.I.F. No.1. Stated that at this point Harstad is proposing <br />to alter the concept somewhat and in order to proceed needs to <br />do a market analysis and feasibility study. Further stated they <br />are seeking City reimbursement for the study should they come back <br />with a positive report and proceed with the project. <br /> <br />Benke inquired if that, in effect, meant no project, no payment; <br />Locke indicated that this was so. <br /> <br />Motion by Gunderman, seconded by Williams to AUTHORIZE THE <br />EXPENDITURE OF UP TO $25,000 FOR REIMBURSEMENT OF MARKET STUDY <br />AND FEASIBILITY ANALYSIS FOR A HOTEL/RESTAURANT/OFFICE <br />DEVELOPMENT WITHIN T.I.F. DISTRICT NO.1, TO HARSTAD COMPANIES <br />UPON SALE OF INDUSTRIAL DEVELOPMENT BONDS AND COMMENCEMENT OF <br />THE PROJECT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper had nothing to add to the staff report concerning the bid <br />award for the iron removal facility, Project 86-3. <br /> <br />Benke asked how these bids related to the amount the City <br />originally anticipated. <br /> <br />Proper stated that the original estimate for this project was <br />$410,000; the bids are for $427,000. Stated that, however, the <br />original estimate was based on starting construction in March <br />1986; therefore, the time factor accounts for the increase. <br />Also, stated that the delay was due to application for Super <br />Funds for the well portion. <br /> <br />Gunderman inquired if the City had past experience with either <br />of the low-bidding contractors. <br /> <br />Proper responded that the City has had no experience with A & K <br />Construction; however, that the City's consultant says that they <br />are a good, reputable firm. Further stated that Richard Knutson <br />Construction did the work at Seminary Estates this fall and did <br />a fine job. <br /> <br />Motion by Williams, seconded by Brandt to AWARD THE BID FOR THE <br />IRON FILTER AND WELL HOUSE MODIFICATION TO A & K CONSTRUCTION, <br />INC. IN THE AMOUNT OF $242,448.00, AND THE BID FOR THE RAW <br />WATERMAIN TO RICHARD KNUTSON, INC.
