<br />(2) <br />• <br />Gunderman pointed out the fact that the whole area of funding was <br />under a reorientation process and that it might be beneficial to do <br />some work in this area. <br />The new revenue sharing programs are probably going to result in the <br />demise of categorical federal aids which may have ~. negative effect <br />on park development, particularily with respect to HUD Open Space <br />funds. He further suggested that the Board and Commission Section <br />attempt to develop guidelines for financing Park and Recreation <br />systems, including standards for the amount of expenditures and the <br />alternative sources of funding. <br />Department Report <br />The Administration reported to the Board on the following items: <br />1. Metropolitan Open Space Plan - The final draft of the Metropolitan <br />Council Open Space plan has been presented to the Development Guide <br />Committee of the Metropolitan Council. Prior to the presentation, <br />several Park and Recreation administrators held a final meeting to <br />discuss recommended changes, including items such a minimum size <br />standards for neighborhood parks and the ability of a municipality <br />to establish a sliding scale of fees for residence and nonresidence. <br />The result of the Development Guide Committees review is not known <br />at this time. <br />2. Hansen Park Free Skating - The Park and Recreation Director has <br />made a presentation to the Council concerning the free-skating <br />facilities at Hansen Park, The Council seemed satisfied with the <br />efforts of the Park and Recreation Department in this area considering <br />the existing constraints. Resident reaction to this point has not <br />indicated any mass dissatisfaction with the present facili'cy. <br />3. Highview Hockey Rink - The Board was notified that the rink at <br />Highview was now open and operating. Attendance was somewhat lowex <br />than anticipated, but this was likely a result of lack of awareness <br />on the part of the public. Gunderman suggested that a letter be <br />written to Mr. David Conover of School District 621 notifying him <br />of the Board's interest in beginning discussions on Village use of <br />Irondale's skating rinks and implementation of afree-skating area <br />at Highview for the 1973-7~ skating season. <br />Snowmobile Trails <br />Cook explained to the Board that he had been discussing informally with <br />representatives From the Citizens Study Committee the establishment of <br />trail systems including snowmobile trails within the Village. He asked <br />if the Park Board would wish input into the proposals for a trail system. <br />The Board discussed the matter and requested that George Carlson of the <br />Ramsey County Snowmobile Patrol and the President of the New Brighton <br />
