. ~2) <br />Smith noted that a north access would provide less. accessibility than <br />a south access because of t2xe proximity of 69~ to the south end of the <br />park, <br />Sherlock stated, however, that if Mississippi were to be put through <br />-then the park road would become a major traffic carrier. Mississippi: <br />going through would prcavide an excellent access but would negatively <br />affectthepark experience, <br />Smith noted that it is almost inevitable that Mississippi will go <br />through., however, it would be conceivable to have it do so without. <br />using it as an access to the park. <br />Gunderman suggested that if the three areas were combined into a single <br />complex, the major problem would be people using Long Lake itself to <br />excess through access from County property. Planning efforts would <br />have to take this ~_nto consideration so that overuse of the lake would <br />be prevented. <br />..Smith questioned the ability of the Park Board to understand the local <br />situation without being aware of the whole Rice Creek Corridor project <br />from Anoka County to the Mississippi River. The Board requested that <br />Ramsey County come back to the regular February meeting with the <br />following information: <br />- Engineering alternatives as to Mississippi Street going through. <br />- Alternatives for the control of park use. <br />- Graphics outlining the entire Rice Creek Corridor project, and <br />a proposal for a specific relationship between the Village of <br />New Brighton and Ramsey County as to responsibilities for develop- <br />ment, operation and maintenance of the proposed complex. <br />Community Facilities Plan and Re-port <br />w <br />Henry Abbott appeared to discuss with the Board the Park and Recreation <br />section of the Community Facilities Plan and Report. He stated that <br />this section of the Comprehensive Plan was at approximately the middle <br />point of development. The planning consultants have gathered data and <br />tried to put all the efforts of various committees and departments <br />together into a cohesive whole. This section is intended to be part <br />of a whole Comprehensive Plan and not a park plan. It is to be an <br />indication of direction for park development. <br />Smith noted that there was not much difference in this material and the <br />Boards Capital Improvement Program. He further stated that he dis- <br />agrees with the recommendation that a community center be located at <br />Hansen Park. Abbott replied that the plan was not intended to be <br />..different from the Board's Capital Improvement Program but Uras designed <br />to pull together data which had already been compiled. <br />
