(3}
Sherlock pointed out that before discussing passible .sites for a
community center the planner should determine if in fact we need a
community center and, if so, what function it should serve.
Smith stated that a community center need not necessarily be a recrea-
tion building, it could serve many other civic functions as well..
Dahl indicated that she would appreciate more specific recommendations
as to a circulation system within the Village, i.e., trails, sidewalks.
Abbott replied that a circulation system at this time was somewhat late
as many pressures will result from existing development. However, he
felt that major facilities should be connected by some kind of path
system.-
Dahl requested that the planner explore potential methods of access
far residents in the northwest corner of the Village to cross Silver
Lake Road to the Sunnyside School/Sunny Square Park complex.
Sherlock stated that a circulation system is going ,to be difficult to
sell in New Brighton. Not only in determining location but in deter-
mining maintenance. The Board requested that the planner specifically
explore the need, type and location for a community center with
particular attention paid to locating it in a commercial. area on a site
big enough to support a lighted athletic facility. They also requested
that a more specific plan be proposed for a circulation system with
the Village.
Gunderman also noted that in the report it was mentioned that more
attention should be paid to the quality of park facilities as opposed
to quantity. He stated that the Board concurred with this, however,
before developing quality you have to have land to do it on.
Metro Council Watershed Meetings
The Board was informed that the Metro Council has presented a first
draft of its proposal for a Metropolitan Open Space System. Signifi-
cant aspects of this report are as follows:
1. A regional park system will be developed with the counties being
the operational agents. Metro Council will not be acquiring,
developing or operating park sites themselves.
2. Municipalities will retain control over their internal park systems,
however, Metro Council will be requiring Comprehensive Plans,
Capital Improvement Programs and other criteria when evaluating
municipal applications for federal grants. All of the requirements
are being accomplished in New Brighton so it does not present any
problem to our Village.
