c~> <br />3. .The Council is requesting authority from the legislature to bond <br />30 million"dollars to fund the regional system. This would be in <br />the form of grants to counties and municipalities for "regionally <br />significant" facilities. The Metropolitan staff indicated-that <br />the. Long Lake/ Rice Creek/.Rush Lake area together.. would be con- <br />sidered a regionally significant site and would. qualify for. this <br />`fund on a high priority basis. <br />4. There is another section to the proposal involving Protection <br />Open.. Space which includes areas such as wet lands, water courses, <br />water re-charge areas, steep slopes, etc. The intent of Metro <br />Council is to request that the state provide regulations on these <br />-areas very similar to those existing for flood plains. This would <br />_'permit municipalities to prevent development on property having a <br />role inthe Metropolitan Hydrologic System. This is extremely <br />complex and is going to involve each Village in surveying its <br />community to determine if significant hydrologic areas do exist: <br />and adopting the state's standards for such areas. The Metro <br />Council staff indicated that they would be providing extensive <br />assistance in this area. <br />Dahl reported on attending the meeting of the Rice Creek Watershed <br />Commission. She stated that one interesting point brought out was <br />that all plans dealing with development on lands adjacent to or having <br />effect on Rice Creek have to be brought before the Watershed Commission. <br />Department Report <br />1. The Park Board was informed that rink flooding was under way and <br />that given no severe weather, the rink would be open the weekend <br />of December 16th. <br />2. .Gerry Smith read a newspaper article which appeared in the St. Paul <br />Dispatch of December 5, 1972. The article indicated that New <br />Brighton residents had appeared before the New Brighton Village <br />Council voicing displeasure over the free-skating facilities at <br />Hansen Park. The Board indicated that they were somewhat dis- <br />appointed in that the Council had not referred this matter to the <br />Park Board and that there appeared to be a communications gap <br />between the Board and the Council. Many of the issues listed in <br />the newspaper article were items that the Board had discussed at <br />great length in developing a rink-use policy for the coming year, <br />however, it appeared that the Council was not aware of the Board's <br />efforts in this area. <br />3. M.R.P,A. Conference - Gunderman reported that the Board and Com- <br />mission section of the M.R.P.A, had met and prospects appeared good <br />for some productive effort in the comming year. One of the major <br />projects, which he requested be discussed at the January meeting, <br />
