<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 10, 1986 <br /> <br />Council Business, continued <br /> <br />Proper expressed concern about interjecting additional traffic at <br />that curve, stating the type of traffic that would be generated <br />by the proposed project would coincide with the normal traffic <br />peaks. Proper stated he did not know whether or not the inter- <br />section could be made a safe intersection. <br /> <br />Kelley had not had an opportunity to review the proposal in con- <br />junction with the Long Lake Road rehabilitation plans, but shared <br />Proper's concern that there would be an increase in the number of <br />short-trip units at peak times which would compound traffic <br />problems that already exist in that area and has a reservation <br />from a traffic safety standpoint. <br /> <br />Benke questioned past site proposals; Matilla noted if the site <br />were developed as an Rl, the maximum number of lots would be two. <br />Matilla continued the primary reason it has not developed because <br />the entire triangle was owned by one party who then build a home <br />which then left the one remaining parcel; knowing they can only <br />have two lots on the site, the owner is reluctant to split it <br />would like to sell it for development purposes. Matilla stated <br />that, as an Rl site, there would be limited traffic from the <br />site. <br /> <br />Matilla continued that the owner expressed a desire to sell the <br />land for the development of something other than two single <br />family homes. Matilla stated he had spoken to several Planning <br />Commissioners prior to tonight's meeting and one also indicated a <br />concern for a high density use and its attendant traffic (148 <br />students in the morning and again in the evening, in addition to <br />bus trips to and from public schools). <br /> <br />Benke asked Erks if he had looked at and ruled out alternative <br />sites (ie. site by Poppyseed and Long lake Road). Matilla <br />advised council there was a site north of County Club Market on <br />Silver Lake Road zoned B-3 which was available and would be a <br />good site for a day care center but he understands the parcel is <br />too costly for Harbon's developoment purposes and indicated other <br />sites require a multi-use development but Erks has expressed an <br />interest in owning and developing the school on their own parcel, <br />having complete ownership and control of the site. <br /> <br />Erks stated Harbon had been studying various sites in New <br />Brighton for a year but all have been too costly but the property <br />they are proposing to develop is ideal for their purposes. Erks <br />stated he was not aware of the site by Poppyseed and Long Lake <br />Road. <br /> <br />In response to Benke's question, Ken Becker, Planning Commission- <br />er, did not recall the zoning of the land north of the gas station <br />on Long Lake Road. Benke then stated the question was moot at this <br />point because the action is to decide whether or not Harbon is a <br />school or a day care facility. <br /> <br />Page Five <br />
