<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 10, 1986 <br /> <br />Council Business, continued <br /> <br />that if it cost more to develop and deliver water, rates should <br />be higher; in fact, the recommendation states, should the lawsuit <br />not be settled in the city's favor, perhaps the closed bond fund <br />might be an appropriate source, which would be a policy decision <br />on the part of the councilmembers. <br /> <br />Motion by Gunderman, seconded by Schmidt, to WAIVE THE READING <br />AND: <br /> <br />ADOPT A RESOLUTION ESTABLISHING A POLICY FOR THE FINANCING <br />OF EXTRAORDINARY COSTS IN THE UTILITY SERVICES; <br /> <br />ADOPT A RESOLUTION ESTABLISHING A POLICY FOR THE FINANCING FOR <br />THE REPLACEMENT OF THE UTILITY INFRASTRUCTURE; <br /> <br />ADOPT A RESOLUTION ESTABLISHING A POLICY FOR WATER AND SEWER <br />USEAGE CHARGES; <br />ADOPT A RESOLUTION DIRECTING STAFF TO PREPARE A RATE ANALYSIS; <br />AND, <br />HOLD THE FIRST READING OF AN ORDINANCE AMENDING SECTIONS 24-69 <br />AND 24-71 OF THE CITY CODE (SEWER CHARGES). <br /> <br />Benke echoed appreciation on a tough job well done. <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke asked if council would see the rate structure at the <br />December 23, 1986 meeting and asked that results be made avail- <br />able earlier so that an appropriate review by all parties could <br />be accomplished; Egan stated there would be a public hearing to <br />receive the rate study and will get the study out as far in <br />advance as possible. <br /> <br />Benke asked that a summary be published in the "Bulletin" and <br />shown on cable prior to the public hearing. <br /> <br />Poston will communicate the comments back to the Board; stated <br />the whole Board has done a lot of work on this topic and gave <br />credit to Egan and her staff. <br /> <br />Benke has had limited discussion as to what the council will ask <br />the Board next; one topic he has in mind is reviewing the property <br />tax structure within the city and an analysis of proposals that <br />may be coming out of legislature on property tax reform. <br /> <br />Because the city is fortunate to have people who serve on Boards <br />and Commissions, and because this was an exceptional study, <br />Williams felt a letter should be written to the Financial Policy <br />Advisory Board thanking them for their work. <br /> <br />Gunderman agreed that a letter should be written; Benke said <br />that it would be done. <br /> <br />Page Nine <br />
