<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 10, 1986 <br /> <br />Council Business, continued <br /> <br />Proper had nothing to add to the staff report concerning a <br />right-of-way acquisition for Phase I of the Long Lake Road <br />Upgrading Project. <br /> <br />Motion by Schmidt, seconded by Williams, to NOTIFY RAMSEY COUNTY <br />THAT THE CITY OF NEW BRIGHTON WILL ACQUIRE THE NECESSARY EASE- <br />MENTS FOR THE APPROVED NORTH PORTION OF THE LONG LAKE ROAD <br />PROJECT, AND TO REQUEST THAT RAMSEY COUNTY PROCEED TO ADVERTISE <br />FOR BIDS AND CONTRACT THE PROJECT THIS WINTER SO CONSTRUCTION <br />CAN COMMENCE EARLY IN THE CONSTRUCTION SEASON IN 1987. <br /> <br />Benke asked if staff would comment on discussions they have had <br />with the County for contract completion requirements for this <br />project, given the experience we have been through on County Road <br />D. Benke felt perhaps we should not start plowing up Long Lake <br />Road without adequate completion provisions and provisions for <br />pedestrian traffic (ie. we had asked the contractor to build a <br />sidewalk at an early phase of the project so that pedestrians and <br />students in the area have a way to get through without walking <br />down a plowed up street). Believing it is important to keep the <br />street open, if we can, during the yearly portion with school <br />buses, Benke asked to what extent we can or should exercise some <br />influence or control of the County activity in that regard. Benke <br />further stated when he did talk to Ken Weltzin, Weltzin seemed a <br />little reluctant to talk about incentives, disincentives, and <br />penalties of a substantial nature; Benke felt that perhaps the <br />right-of-way issue may be one of our last opportunities to <br />influence that. <br /> <br />Proper stated it was a good point and, perhaps if Benke would <br />like, the recommendation could be amended to develop a schedule <br />to be incorporated into the contract and into the completion <br />dates, rather than just a simple "complete by such-and-such a <br />date"; Proper added that partial completion dates could coincide <br />with closing and opening of school, summer school, and other <br />activities along the roadway. Proper indicated he would be happy <br />to look at some of those dates and suggestions for the County to <br />make the completion more sophisticated and tie it down better <br />than a normal contract. <br /> <br />Benke understands we can ask the County to do that, but the <br />question is "Will they do that or do we need to exert pressure?" <br />Proper believes they would do it if it is made a part of the <br />motion that the council wants more specific completion dates in <br />the contract. <br /> <br />Motion by Schmidt, seconded by Williams, to include in the <br />motion AND DIRECT STAFF TO COMMUNICATE CONCERNS TO THE COUNTY <br />AND ASK THE COUNTY TO REPORT BACK TO THE CITY. <br /> <br />4 Ayes - 0 Nayes, Motion Carried as Amended <br /> <br />Page Ten <br /> <br />Long Lake Road <br />Upgrading Project <br />85-1: Right-of-Way <br />Acquisition <br />Report 86-280 <br />
