~ J ~ (. <br />Y <br />PARK BOARD MEETING <br />March 1, 1972 <br />The meeting was called to order at $:06 P,M. <br />Members Present: Cook, Dahl, Gunderman, FJeissman and Council Representative <br />Rebelein <br />Abenct: Hagemeyer Sherlock, Smith <br />Others Present: Ken Simons and Bernie Edmonds, Ramsey County Open Space <br />System, Tors. Richard Pleuman and Robert tlicklund, Director <br />of Parks and Recreation. <br />The minutes of the regular meeting of February 2,'1972 were approved. as <br />submitted,. <br />RAMSEY COUTITY OFEN SPACE SYSTEM <br />Ken Simons and Bernie Edmonds, staff members from the Ramsey County Opea space <br />System presented an update on the county's progress. Simons reviewed the <br />work being done on Rice Creek from Baldwin Lake to the Mississippi River. <br />This is a joint effort between Anoka and Ramsey Counties. The objective of <br />the project is to protect the fioodplain and preserve the amenity of Rice <br />Creek. It was indicated that the Miller property and Rush Lake are a part of <br />this planned package,. <br />The total Miller-Rush Lake sites according to Simons are an integral part of <br />the Ramsey County System as well and are included in the acquisition program <br />for 1972. 6.1 Million dollars in bonds were. sold to fund the acquisition <br />program for this year. A total of 15 million was authorized for acquisition. <br />and it is planned to spread this over 4 years. An additional 5 million is <br />anticipated in federal funds. <br />Edmonds commented that the objectives of the Ramsey County Open Space System <br />are the greservation of .open space and maintenance of natural drainageways. <br />Their philosophy avoids providing local units with recreation facilities <br />they should provide. for themselves. He noted that some relatively small parcels <br />have been purchased but they are either sections of much larger parcels or <br />portions of planned open space corridors. In neither case is neighborhood park <br />type development going to occur. <br />Simons then reviewed the situation in Arden Hills, Shoreview and Moundsview.. <br />In Arden Hills expansion of Schmidt Park is planned with a carr.idor going <br />north to connect Round Lake., Moundsview High School and hopefully the Rush <br />.Lake-Long Lake .area. In Shoreview, some efforts have been initiated in the <br />Snail. Lake-Grass Lake area which eventually will become a major part of the <br />system. One smali parcel has been purchased to prevent a home from being <br />built which would have broken off the corridor. <br />
