r- <br />Dahl replied that it must be determined what a bond issue is to be used for <br />before a decision can be made to have one. <br />Smith agreed that priorities are necessary but more is involved besides just <br />a list of items. <br />Cook stated that sites in populated areas have to be acquired and brought <br />up to existing standards as a first priorityL It was suggested that the <br />Board develop some general priority statements .that specif is decisions can <br />be plugged into. <br />Sherlock stated that priorities are fine but that changing conditions within <br />the community make it difficult to be consistant. It is unlikely that the <br />Board is going to be in such a position that it can't give due consideration <br />to ,the spending of large sums of money. <br />Gunderman moved to vote on continuing the discussion. <br />Seconded by Dahl <br />Ayes 2 - Tlayes 3 <br />Discussion of Park Plan Phase II closed! <br />It was requested that information concerning finances that could be <br />expected routinely from existing sources and the monies needed to fulfill <br />existing committments within the park system be made available to members <br />before the regular January meeting. <br />TdAME FOR LOTdG LAKE SITE <br />Smith suggested that the Board consider naming the Long Lake site now so <br />as to prevent the dual name confusion that exists with money of the other <br />parks. He offered Joseph Hipp Park as an alternative. <br />Sherlock agreed the naming should be done now and recommended it be placed <br />on the agenda for January's meeting. <br />The Board concurred. <br />DEPARTMENT REPORT <br />1. The Department notified the Board that its preliminary recommendations <br />to the Council .concerning the Ramsey County Open Space Plan had been <br />approved and submitted to the Board of County Commissioners. <br />2. The Board was appraised of the progress in skating rink .preparation. <br />It was explained that the heavy snowfall over ground which hasn't frozen <br />yet and .the continuing warm weather may cause a delay in the projected <br />opening dates. <br />3. The Department requested-the Board's comments on its previous suggestion <br />that open hockey times be scheduled far use on an age-group basis. A <br />discussion ensued revolving around the need for preventing older children <br />from dominating the rink as opposed to the difficulty of enforcing the system. <br />
