<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 14, 1986 <br /> <br />Council Business, continued <br /> <br />Locke briefly reviewed staff report concerning an application for <br />a Community Development Block Grant (CDBG) by Ark Housing. <br /> <br />In response to Brandt's question, Locke stated there is a limited <br />number of total dollars available but there are no dollar limits <br />for a city within that total. <br /> <br />Benke stated snior housing is one of the few areas in which we <br />can qualify for a grant of this type; Locke responded affirmative- <br />ly. <br /> <br />Sinda stated it would probably be a very high priority with the <br />County and the CDBG program. <br /> <br />Schmidt asked about the timing on submitting the grant applica- <br />tion and then hearing the results of the application; Locke stated <br />the application would be submitted this week, but was not sure <br />when we will hear the results. <br /> <br />Gary Bidne, Ark Housing and Development, Inc., reviewed the <br />history of the firm and the project, and stated they have been <br />working hard to put together a package for cost-effective <br />housing. <br /> <br />Schmidt asked if this application would go through Judy Karon's, <br />Ramsey County, committee; Sinda responded it would. <br /> <br />Motion by Schmidt, seconded by Williams, to WAIVE THE READING <br />AND ADOPT A RESOLUTION MAKING APPLICATION FOR A RAMSEY COUNTY <br />COMMUNITY DEVELOPMENT BLOCK GRANT AND INDICATING WILLINGNESS TO <br />ESTABLISH A TAX INCREMENT FINANCING DISTRICT ENCOMPASSING THE <br />PROPOSED PROJECT SITE. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Locke briefly reviewed staff report concerning the Old Highway 8 <br />Corridor Plan and introduced Mike Gair, Gair & Associates, who <br />reviewed the final draft of the Old Highway 8 Corridor Plan, <br />focusing on the changes and products of various hearings and <br />meetings held since the Plan was last presented to council. <br /> <br />Gair stated the most productive work was at the most recent two <br />Planning Commission sessions wherein the Commissioners provided <br />direct input (size, zoning, comprehensive guide plan, uses, <br />traffic, soils, utility availability, site amenities, history, <br />setbacks, and architectural and landscape concepts) on most of <br />the 14 individual sites (page 16 of the report) that had been <br />identified as candidate sites for the corridor area. <br /> <br />Page Twelve <br /> <br />CDBG: Ark Housing <br />Report 86-242 <br />Resolution 86-104 <br /> <br />Old Highway 8 <br />Corridor <br />Report 86-243 <br />
