I

I

I

Council Meeting Minutes
October 14, 1986

Council Business, continued

Additionally, the Commissioners reviewed each of the 14 sites
for a possible illustrative development scenario (location of
building masses, landscaping concepts, access points, and parking
areas) for the properties to provide an idea for prospective
development. The conclusion of the Commission's efforts was a
confirmation of the corridor concept (business industrial park
tract).

Gair further indicated that the report is designed to be sent to
prospective developers in an 8-1/2" x 11" black and white booklet,
and could also be incorporated with the Star City materials for a
major marketing campaign which could be an example of how the city
wants to aggressively make itself known to the public as a place
that has some opportunity.

Benke feels the additional illustrative material is well done.

Schmidt commented that he would like to see staff take the plan,
embellish upon the report, and come up with a plan on how we can
get it into the right hands to create the interest for development
in the city that might impact some of the tools we have available.

Sinda stated Locke is currently in the process of putting a mar-
keting plan together; Locke stated the basic outline should be
available within a month; Benke stated a higher quality multi-
color project would be a part of the marketing plan.

Gair stated Woodbury is using an advertising agency to market
their city, but that the City of New Brighton may want to
consider a city-identity package, which is a more subtle form of
marketing.

In response to Williams's question, Benke stated we would
proceed with the black-and-white version until we do the market-
ing concept work, and Gair stated 100-150 copies of the black-
and-white would be available.

Williams asked if a marketing/promotion committee had been
formed; Benke stated the chair of the Economic Development
Organization and the chair of the Chamber of Commerce's Economic
Development Committee have discussed the concept; Locke stated it
seems clear that the Economic Development Organization is the
focal group for this assignment, and that its subcommittee will
have the primarly thrust. Williams stated he would like to be
involved.

Motion by Williams, seconded by Schmidt, to APPROVE THE OLD HIGH-
WAY 8 CORRIDOR PLAN PREPARED BY GAIR & ASSOCIATES AND DIRECT
STAFF TO CONTINUE THE MARKETING PLAN DEVELOPMENT ACTIVITY.

Brandt stated she would like to accept rather than approve the
plan as it has not been seen but has faith in the Planning
Commission and staff and will not vote against the motion.

Page Thirteen
