<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 14, 1986 <br /> <br />Council Business, continued <br /> <br />Joyce Kloncz, representing the New Brighton Area Historical <br />Society, stated the Society is ready to turn in the grant appli- <br />cation tomorrow. <br /> <br />Benke stated, given the problem of setting a precedent, he would <br />be willing to increase other areas of support in lieu of waiving <br />the building permit fee. <br /> <br />Schmidt recalled the City had set aside $500 for the Society; <br />Hank confirmed, but stated that was to be paid out of the 1987 <br />budget. <br /> <br />Benke asked if the $500 had been included in their match; Kloncz <br />indicated it had not. Benke asked if the $500 had been fully <br />committed; Dave Zweig, president of the Society indicated the <br />annual donations were typically spent on pictures, activities, <br />plaques, and similar expenses. <br /> <br />Kloncz stated North St. Paul levied $2,000 per year for their <br />Society; Benke indicated New Brighton levied $500. <br /> <br />Schmidt reviewed the costs presented in seeking the city's assis- <br />tance: $15 State Building Permit Surcharge; $425 SAC (Metropoli- <br />tan area sewer system connection fee); $72 Water meter; $318 <br />building permit; and $780 per year for lawn mowing. Schmidt, with <br />regard to the Centennial Commission's budget, asked if funds were <br />available to serve this purpose withour jeopardizing the Commis- <br />sion's overall plans and costs. Williams stated there is no <br />budget developed at this point. <br /> <br />Brandt asked if the Commission is proceeding under the assumption <br />that they would be developing a budget because, if so, it may be <br />that the city may direct certain funds for certain events. <br /> <br />Benke believes it would be premature to commit those funds and <br />asked, if the city cannot waive the fees or come up with another <br />way to transfer the funds, if the Society's budget would be short. <br /> <br />Brandt believes a line can be drawn between this proposal and any <br />future proposal because this is a historical project with a <br />concrete result which will belong to the city, feels it is unique <br />and the city should try to find monies in the budget. <br /> <br />Motion by Schmidt, seconded by Williams, THAT THE CITY PROVIDE <br />$780.00 PER YEAR FOR LAWN CARE MAINTENANCE OF THE DEPOT AND THE <br />CITY WAIVE THE BUILDING PERMIT FEE OF $318.00. <br /> <br />Benke believes there will be other areas in the future where the <br />city can assist the project in addition to direct financial ways. <br /> <br />Page Eighteen <br />
