The concept as a whole should be evaluated, not every square inch of proposed park land. 5. Zf the County gets over enthusiastic about open space, other serious concerns such as the Rice Creek Watershed may be ignored.. 6, The cost of maintaining the system once acquired should be considered. 7. Those communities which have invested resources in protecting open space and the natural drainage system should be given some consideration. 8. Generally, the plan lacks sufficient detail. There are no guarantees that what is proposed will actually be the system implemented. Hagemeyer moved that the Park Board take a formal position either for or against the plan. Dahl seconded Gunderman stated that he felt most of the board endorsed the concept of a county open space system but with certain conditions and a favorable position with strings attached can be used in a negative way. Motion failed. Sherlock moved to advise the Council that because of the broad scope of the Ramsey County Park Plan, the ramifications involved as it relates to New Brighton and the lack of detail available, the Park Board does not have sufficient information to take a position_ Smith seconded, Dahl stated that she felt the motion did not state the real reason the Park Board was not taking a position. Roll Calla Dahl - naye Hagemeyer - abstain Gunderman - naye Smith - aye Sherlock - aye 2-2 Motion fails Miscellaneous Gunderman stated that he had been informed that Barnhill had been transferred to Florida and his resignation would be forthcoming. Gunderman asked that the minutes reflect the Board's congratulations to Weissman upon his graduation. Gunderman briefly reviewed the Minnesota State Zoo proposal presently before the State Legislature.
