SPECIAL PARK BOA RD. MEETING
February _1.0, 1971
The meeting was called to order at 8:05 p.m, by Vice-Chairman Hagemeyer<
Board Members Present: Barnhill, Dahl, Hage~rieyer, Sherlock, Smith
Absent: Gunderman, Weissman
Others Present: Mayor Bromander, Mrs. E. E. Fisher
The minutes of the regular meeting of February 3, 1971 were approved
as submitted.
Retention of Brauer and Associates
The Board discussed its previous recommendation to hire Brauer and
Associates to conduct a park system analysis. Dahl stated that before
the Board could hire Brauer it has to determine its goals. Once the
goals were determined the hiring of Brauer should be based on whether
or not he was needed to reach those goals.
The development of Long Lake must be considered as a primary goal
according to Sherlock. Some decisions must be made both on a
philosophical and physical level as to its eventual development.
Hagemeyer explained that originally Long Lake was to be a passive
recreation area with Hansen Park as an active recreation area.
Sherlock stated that this development philosophy was in line with the
current trend towards conservation uses of park land.
Mayor Bromander addressed the Park Board. He reviewed the resolution
requesting the Park Board to review the park plan as the Park Board's
recommendation to hire Brauer was the result of its desire to have
Brauer's assistance in completing the review. He stated that he felt
the primary objective in requesting the review was to define the
structure to be built at Hansen Park. This has been accomplished.
The second objective was to reassess the planning done in the past.
He asked if the :Park Board shouldn't do the first phase of this
reassessment, setting guidelines, internally. Hagemeyer stated that
before the original park plan was completed, the Park Board had not
been able to pull things together and Brauer assisted them in this
effort. He felt the Board was presently in a similar position and
that saving dimes now by not hiring a consultant might. cost dollars
in the long run.
The key issue according to Dahl is what the Park Board wants to
accomplish and what assistance is required to accomplish those things .
The Mayor agreed and suggested that the Park Board should define its
objectives and then determine if a consultant was necessary to
accomplish those objectives. He further suggested that the Park Board
correlate its work with the comprehensive plane
