Park Board ~eting <br />Feb. 10, ]..971. <br />• 2 <br />The Board then compiled a list of potential planning concerns: <br />1. An over-all philosophy -- what is the purpose the Board• <br />wants the parks to serve. <br />2. A determination of the needs of the community -- it was <br />suggested that the Board could hold public hearings when it <br />had spedific proposals to offer. <br />3. The development of Long Lake. <br />4. The second phase of development at Hansen~Park. <br />S. Construction of a community center. <br />6. Acquisition of additional facilities. <br />7. Upgrading of present facilities. <br />8. Construction of an indoor-ice facility. <br />9. Construction of an outdoor swimming pool. <br />Hagemeyer stated that the Board has to plan for the future. Present <br />and future land use and population are crucial factors.. Barnhill <br />suggested that numbers 6 and 7 were the over-riding concerns as the <br />others were actually elements of these two. <br />Smith said he felt that the Board was not ready to deal with the <br />question of retaining a consultant at this point. <br />The Board mov ed to the next item on the agenda with the intention of <br />returning to the Brauer matter later in the meeting. <br />Cit_izen's Study Committee - Capital Improvements <br />Hagemeyer suggested that the Board determine which items on the list <br />of potential planning concerns had the highest priority and then use <br />that information for presentation to the Citizen's Study Committee. <br />The Board, after a discussion, defined the three highest priority <br />capital improvements as: <br />1. Access development of Long Lake including a road, beach area <br />and picnic facilities. Some question arose as to whether <br />the legal situation would allow this in the next 1-2 years <br />and the Department was asked to confer with the Village <br />Attorney. <br />2. Acquisition of additional park land. Specifically it must <br />be determined what land the Village has, what is needed, <br />where it is needed and what is available. <br />3. Upgrading of present facilities including the second phase <br />development of Hansen Park, temporary use of existing Village <br />lands as parks, and additional development of present paiks. <br />Ellen Dahl, in conjunction with the Department, was asked to prepare <br />a detailed proposal on these items to be discussed at the March <br />regular Board meeting. <br />
