.~`. - BACKGROUND INFORMATION -- 7th. STREET PLAY STRUCTURE This agenda item has unexpectedly become a matter of some controversy recently. As residents who are directly concerned with the situation are expected to be in attendance at the July l meeting, I felt it would be helpful if the Park Board were supplied with some background information. The structure itself is located at the south end of .7th Street Park just off County Road E and 12th Avenue N.W. on the crown of the hill. It is a creative play piece made of green-stained .wood slats and is intended to represent Fort New Brighton according to the park plan by Brauer and Associates. Its dimensions are 19 feet long _by 122 feet wide by 12 feet high and it contains 3 different levels, various ladders and climbing steps. and two metal slides. Persons living on Pearl Avenue whose homes back-up to the. park along the area have raised several objections to the structure. Their objections relate to thelocation and design of the piece. Location of the Structure -- ' 1. Placement on the crown of the hill results in the structure spoiling the view from their backyards. 2. It is too close to their homes and causes noise problems when children are playing on it. 3. The original plan called for a location further south and east and the plan was changed without notifying the public. Design of the Structure -- 1. The materials and design are unesthetic and inappropriate to the .area. 2. The height of the structure is hazardous and insufficient protectipn is provided. 3. The closed-in walls will attract undesirable late-night activity. To reply to these objections, Brauer and Associates and the administration of the Village have provided the following information: 1. The crown of the hill was purposely chosen as the location for the structure because o£ the view afforded the children playing on it and because forts are built on the highest ground available.
