.~`. - <br />BACKGROUND INFORMATION -- 7th. STREET PLAY STRUCTURE <br />This agenda item has unexpectedly become a matter of some controversy <br />recently. As residents who are directly concerned with the situation <br />are expected to be in attendance at the July l meeting, I felt it <br />would be helpful if the Park Board were supplied with some background <br />information. The structure itself is located at the south end of <br />.7th Street Park just off County Road E and 12th Avenue N.W. on the <br />crown of the hill. It is a creative play piece made of green-stained <br />.wood slats and is intended to represent Fort New Brighton according to <br />the park plan by Brauer and Associates. Its dimensions are 19 feet long <br />_by 122 feet wide by 12 feet high and it contains 3 different levels, <br />various ladders and climbing steps. and two metal slides. <br />Persons living on Pearl Avenue whose homes back-up to the. park along <br />the area have raised several objections to the structure. Their <br />objections relate to thelocation and design of the piece. <br />Location of the Structure -- <br />' 1. Placement on the crown of the hill results in the structure <br />spoiling the view from their backyards. <br />2. It is too close to their homes and causes noise problems when <br />children are playing on it. <br />3. The original plan called for a location further south and east <br />and the plan was changed without notifying the public. <br />Design of the Structure -- <br />1. The materials and design are unesthetic and inappropriate to <br />the .area. <br />2. The height of the structure is hazardous and insufficient protectipn <br />is provided. <br />3. The closed-in walls will attract undesirable late-night activity. <br />To reply to these objections, Brauer and Associates and the administration <br />of the Village have provided the following information: <br />1. The crown of the hill was purposely chosen as the location for the <br />structure because o£ the view afforded the children playing on it <br />and because forts are built on the highest ground available. <br />
