Park Board Meeting
July 1, 1970
Page 2
Mr. Metzger-then made the following recommendations:
The structure was poorly planned. There should not be
slides with the climbing device. The structure should.
be lowered in height, more and higher railings constructed
and a review take place to remove other hazards. The
piece should be re-located l00 feet to the east and
plantings done to screen it. A fence should be put up
across the lot lines to prevent traffic across the lawns.
Other residents commented that the sand around the structure was
carried on to the decks making them dangerously slippery. The
height of the walls encourage children into walking around the tops
of the railing. The unrailed platform was dangerous as children
used it as a diving board.
The Board then discussed the situation.. It was expressed that safety
is a prime concern of the Board and that a re-evaluation would be
necessary. Individual members who had seen the structure listed
various problem areas including use of nails instead of bolts, the
beam across the north slide. and the lack of adequate railings.
Councilman Morris stated that he had tested the structure and found
some specific hazards. He submitted rough drawings of the .danger
areas including the beam across the slide, lack of support for the
platform on the top deck and lack of a guard rail for the deck a'cove
the slide.
Dahl moved that a fence be placed around the structure until a review
of the hazards could take place with the planner at a special meeting.
Sherlock seconded the motion. Motion passed.
The nuisance created by the structure could be solved by a fence ar_d
wou ld receive serious consideration by the Board.
The ?ocation of the structure was then discussed. The Board expressed
the opinion that the present location should be given a chance.
Pair. Metzger stated that the planting plan was inadequate as a screen.
It was explained that a new plan was under consideration and there
would be opportunity for a review.
The appearance was determined to be a matter of choice and the Eoard
placed its confidence in the planner in this respect, A resident
expressed concern over the possibility of temporary Satellites being
placed in the area. Mrs. E. E. Fisher quoted from notes of a Board
Meeting in July, 1969, when such a possibility was discussed." The
Board has no plans for any buildings in that area at this time.
