Satellites were suggested ac a <br />~~ossibility but there was same question as to their accepts nce by <br />adjoining residents. ;A concrete proposal will be made to the Board <br />ti.t the October meeting. <br />Depar_t~~ent Report <br />In response to the Board's inquiry at the August meeting, a report <br />Ala;; given concerning the speed-skating rink at Richard 0'. Hansen Par.;. <br />Ch:ack Hefty from Brauer end Associates reported that the knoll <br />adjoining the pond on which the rink was to be placed was larger than <br />shown on the topo maps. This resulted in the pond itself being smaller <br />than planned, too small for a speed-skating facility. Hefty suggested <br />using the large pond to the north; however, the lack of shelter around <br />this area would create a maintenance problem which would outweigh t:ne <br />benefit received from the speed-skating rink. <br />T._t was also reported that this pond would adequately accommodate the <br />slumber of skaters expected to make use of it. The approximate dimensions <br />o~ the pond are 110 x 150 which will provide sufficient area for '550 <br />~~ a te:r: s at 30 square feet per skater, the reccxnmended minimum. <br />~-~ report was presented on the lighting system for the hockey area at <br />~3ansen Park. Sutherland and Associates, an engineering firm <br />specializing in recreational lighting, indicated that the present <br />ti~ystem will meet the minimum standards for recreational hockey. The <br />electrical contractor, Kvalsten, estimated tZa t the alternate plan of <br />adding 2 poles and 4 light- fixtures would cost $3,085.00 <br />smith stated that his research revealed conflicting figures from those <br />submitted by Sutherland. He stated that in talking with other engineers <br />any? representatives of lighting companies, the consensus was that the <br />x-umber of light fixtures was insufficient and the placement of poles <br />~,.~as incorrect. The additional lights and changing pole locations <br />•yJOUld enable use of the area for football. <br />Weissman stated that the area was too small for regulation football <br />~.elds and using smaller fields would require a re-organization of the <br />,;hole football program. <br />_zncreasing the lighti~zg, according to Smith, would increase the safety. <br />:~~?.E_lock questioned the need for better lighting when it was already <br />~~k:~~owledged that New Brighton's rinks were the best lighted in the <br />:;^ea. Smith answered that being the best-lighted rinks in the area <br />didn't make our rinks good and that while professional lighting was nct: <br />~~ecessar•;~ the best investment for dollar cost should be obtained. <br />Sh,erloc?~ questioned if increasing the lighting would eliminate safety <br />~~~~~•,ar~ds . :~arn.iill stated the probability of accidents would be <br />decreased. Smith Moved to recommend that the Village Council appro~,~o <br />the add~~.tion of 2 poles and 4 light fixtures for the Richard J. Hansen <br />
