3 <br />Park Board <br />Oct. 21 <br />Page 2 <br />agree to voluntarily resign if a certain number of meetings were <br />missed within a year, Smith pointed out that members may schedule <br />themselves around the regular meetings but special meetings should <br />be considered a different situation. It was brought up that the <br />Park Board, as an advisory body, serves at the pleasure of the <br />Council and members can be dismissed only by the Council, Gunderman <br />stated that a positive effort by each member was required and if this <br />was not put forth then some action should be taken. The administration <br />was asked to check the ordinance and term expirations and bring this <br />information to the next meeting. <br />Comprehensive Park Plan <br />The present situation with respect to recreation areas was reviewed <br />as the first step in the up-dating of the comprehensive park plan. <br />The situation is basically positive as a result of recent progress <br />in park acquisition and development. The ensuing discussion centered <br />around the direction in which the Board should move from here. <br />Sherlock pointed out that the present trend in housing was toward <br />high-density, multiple-dwelling projects and asked if the Board <br />should not be considering .its needs in devising a park plan. <br />Gunderman said the proposed PRD, Mission Del Lago on Rice Creek, was <br />a prime example of this high-density trend and the Board might <br />consider acquiring the creek area to prevent inappropriate develop- <br />ment. It was suggested that coordination with the Planning Commission <br />would be very productive in this area so that developers could be <br />encouraged to provide recreation space within each project. Smith <br />suggested that it would be necessary to examine zonings and land <br />use in conjunction with the recreation areas map so that those areas <br />already populated or zoned for residential without access to a <br />recreation area could be pin-pointed. It was brought out that <br />before discussing future acquisitions an over-all guiding philosophy <br />had to be arrived at to insure that decisions are made on a <br />consistant basis. Hagemeyer pointed out that the Board should deal <br />with what it already has, i.e., Long Lake before considering adding <br />more land. <br />Sherlock moved that Don Brauer of Brauer and Associates be present at <br />the meeting of November 18 or November 24 to discuss the philosophy <br />of park planning. Smith seconded - motion carried. <br />The Board then reviewed the status of the plan as adopted in 1968. <br />The parcels designated for acquisition, Foss Road, Pike Lake, Hansen. <br />and Long Lake parks have been acquired. The preparation of master <br />plans, preliminary working drawings, and cost estimates for develop- <br />ment of these sites plus Sunnyside has been completed. The program <br />of application for federal matching funds has been instituted. <br />
