Park Board M ing ~ 2 <br />November 4, 0 <br />:~agemeyer moved that the Park Board recommend to the Council that the <br />X50,000.00 previously earmarked from liquor surplus for construction <br />of the Hansen Park Shelter be formally transferred to the Park <br />Development Fund. Sherlock seconded the motion. <br />Discussion of the motion brought out the point that the planning work <br />can be done with more confidence if it is known that the money will be <br />There and that present priorities for the liquor funds requires that <br />the Park Board stimulate some action. <br />Motion carried. <br />Dahl moved that Mr. Dickey be asked to attend the meeting of November <br />24 along with Don Brauer to enable the Board to discuss the entire <br />re-appraisal issue in one meeting. Weissman second. <br />N~oti on carried <br />Park Vandalism <br />~'he Department discussed the problem of park vandalism. The parks in <br />New Brighton have been troubled by vandals and this is common to <br />communities all over the Metropolitan area. Two types of vandalism can <br />be identified. One is almost unintentional whereby certain facilities <br />are so constructed that they invite vandalism, such as outside drinking <br />fountains being used as a bench to sit on. The other type is pure <br />vandalism whereby the individuals set out to destroy something and. <br />put a lot of effort into doing it. The Department is attempting to <br />curb vandalism by strengthening park facilities when possible and by <br />working with the police to patrol trouble spots. A big factor in this <br />respect is the awareness of residents whose homes adjoin park lands <br />and encouraging them to report suspicious incidents. <br />Gunderman stated that people were hesitant to report incidents for fear <br />of retribution by the individuals involved in the vandalism. Weissman <br />stated this had happened in the Sunnyside area. It was suggested that <br />a system be worked out whereby those residents reporting incidents have <br />the opportunity to remain anonymous. <br />Dahl moved that a program be set up to encourage residents to be aware <br />of potential vandalism and to report such acts without fear of retribution <br />Sherlock second. Motion carried <br />Lonq Lake Progress <br />A letter from Perry Copeland, Village Attorney, summarizing the Long <br />rake acquisition project was read to the Board. Of significance is <br />that 3 parcels have been purchased while the remaining 6 are awaiting <br />jury trial as a result of appeals. These trials are estimated to occur <br />in April, 1972. Gunderman asked for figures relating to Attorney's <br />fees for this project. Sherlock stated since awards had been made.the <br />3/4 of award price should be paid so the Village can take possession. <br />Tt was brought oat that negotiations were still taking place and a <br />recommendation by the Board to begin taking over the property might <br />negatively affect them.
