I

I

I

Council Meeting Minutes
September 23~ 1986

Council Business, continued

Sinda stated, regarding full-time employees~ the policy has to
do with wellness~ it is the recommendation of our risk manager~
and~ in terms of firefighters, it is a requirement of OSHA that
they must be certified by a doctor that they are capable of
fighting a fire with the gear they have to wear when fighting a
fire inside a building. In terms of paying for the physicals~
Sinda stated full-time employees all have HMO coverage and they
can go to their own physician but that the city would need to pay
for the firefighters' physicals.

In response to Schmidt's request for clarification, Sinda
confirmed that the city needs to receive a certificate signed by
a physician stating a full-time employee has had a physical
examination (specific results being forwarded to the city is the
individual employee's option) but that the city must receive a
certificate of the physician's results for all firefighter's
examination.

In response to Gunderman's inquiry, Sinda stated the advantage
of requiring full-time employees to have a physical (even though
the city does not receive the results) is that their doctor will
realize the city is concerned about wellness and good health (a
healthy employee will work better and use less sick time) and
will give the employee information to prevent future health
problems. Sinda stated this is our only advantage, but that it
can be a big advantage.

Gunderman stated this is a motivator relative to the wellness
program.

Motion by Gunderman~ seconded by Benke~ to DIRECT STAFF TO WRITE
A RESOLUTION MAKING IT CITY POLICY THAT ALL FULL-TIME EMPLOYEES
AND FIREFIGHTERS HAVE A PHYSICAL EXAMINATION.

4 Ayes - 0 Nayes, Motion Carried

Staff had nothing to add to the staff report regarding the
adoption of the city's 1987 operating budget and certifying the
levy.

Motion by Gunderman, seconded by Schmidt, to WAIVE THE READING
AND ADOPT A RESOLUTION ADOPTING THE CITY OF NEW BRIGHTON'S 1987
OPERATING BUDGET AND CERTIFYING THE LEVY.

4 Ayes - 0 Nayes~ Motion Carried

Page Fourteen

1987 Operating
Budget and Levy
Report 86-225
Resolution 86-97
