CONSIDERATION OF SETTING A PUBLIC HEARING DATE ON SEPTEMBER <br />23, 1986, FOR CONSIDERATION OF A MINOR SUBDIVISION, 321 <br />SILVER LAKE ROAD. <br /> <br />7. CONSIDERATION OF ADDITIONAL SOILS TESTING AT VETERANS PARK. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br />Council Business <br /> <br />Williams stated he became involved in the dispute resolution <br />field about a year ago and was impressed with the possibilities <br />through the use of negotiation and mediation; he has met with and <br />worked with Robert Friedlander and felt it would be beneficial <br />for him to address the council. Williams introduced Friedlander, <br />Ramsey County Dispute Resolution Center. <br /> <br />Friedlander stated the only kinds of cases they do not handle are <br />criminal complaints and domestic complaints where abuse or <br />violence is evident; stated the rate of agreement is quite high <br />and that cases are opened and closed within 13 days; and stated <br />he had met with the City's staff earlier and the Center has <br />received referrals from City since that time. Friedlander con- <br />tinued that the Center is a non-profit organization, the services <br />are free, and that they receive funds from Ramsey County, the <br />City of St. Paul, and from private foundations. <br /> <br />Friedlander informed the council that the Center has dealt with <br />cities (licensing and bingo between establishments and neigh- <br />bors); neighbors (overhanging tree branches); businesses (unsat- <br />isfactory merchandise, return of goods); tenant/landlord dis- <br />putes; and aquaintances (non-payment for money owned). <br /> <br />Friedlander stated the Center receives about 50 cases per month, <br />and refers an additional 50 cases per month to appropriate <br />sources. <br /> <br />In response to Benke's inquiry, Friedlander stated the first <br />party calls and explains the problem, the Center records the <br />information then contacts the second party with a general state- <br />ment of the first party, asking if they would be interested in a <br />mediation; Friedlander further stated the mediators are facilita- <br />tors rather than decision-makers. <br /> <br />Schmidt indicated he was pleased to hear this type of forum <br />exists and believes the city might find it appropriate to refer <br />neighbor disputes to the Center. <br /> <br />Page Two <br /> <br />Minor Subdivision: <br />Warpeha - Set <br />Public Hearing <br />Report 86-205 <br /> <br />Soils Testing <br />Veterans Park <br />Report 86-206 <br /> <br />Council Business <br /> <br />Presentation: <br />Dispute Resolution <br />Center <br />
