<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 9, 1986 <br /> <br />Council Business, continued <br /> <br />In response to Brandt's question, Friedlander indicated the <br />Center has 31 volunteers (attorneys, housewives, social workers, <br />contractors; a wide range of backgrounds) to do the mediation and <br />that each has received an initial 25 hours of training plus eight <br />to ten hours per year of on-going training and stated that the <br />Center attempts to fit the case with a mediator's background when <br />it is appropriate. <br /> <br />Benke assured Friedlander that we will refer appropriate com- <br />plaints to the Center. <br /> <br />In response Williams's question, Friedlander indicated the most <br />efficient way to handle a case would be for the City to refer the <br />first party directly to the Center. <br /> <br />Benke asked if Friedlander had any thoughts as to any additional <br />discussion staff might need in terms of knowing when this is an <br />option; Sinda stated the presentation to staff was pretty clear <br />and that staff has the information they need. <br /> <br />With regard to a feedback process, Friedlander indicated the <br />Center informs the referral source whether or not the parties <br />have agreed to participate and whether or not they have reached <br />agreement; and assured council that the problem is either <br />addressed or referred back to the source. <br /> <br />Janet Kallestad, St. Anthony Chemical Awareness Committee, <br />related to council incidents and statistics of drug abuse; Tom <br />Fruth reviewed the Committee's history, purpose, and organiza- <br />tional structure. <br /> <br />Fruth stated the Committee is seeking to include New Brighton in <br />their expanded boundaries and asked that New Brighton take part <br />in a Joint Powers Agreement so the Committee's By-Laws could be <br />changed and asked for $1200 and participation from the City. <br /> <br />Brandt asked what communication they have with the school <br />officials that might be involved with the school identification <br />process; Fruth indicated they are working with Mrs, Freeman, the <br />Chemical Advisor to the District #282 School Board, and added <br />that should New Brighton become a part of the Committee, Mandy <br />Little, Irondale's Chemical Advisor, would also be a liaison. <br /> <br />In response to Benke's inquiry, Fruth indicated they had not <br />contacted School District No. 621 yet, feeling they would like <br />to have city boundaries, rather than school district boundaries. <br /> <br />Gunderman inquired about past budget information. Fruth indicated <br />they requested and received $1200 from the City of St. Anthony in <br />the past and, this year the request is for $1500; believed $1200 <br />had been donated by the School Board; and stated they receive <br />other contributions ($3000 from Print Craft for the booklets) <br />and held fund-raising events. <br /> <br />Page Three <br /> <br />Presentation: St. <br />Anthony Chemical <br />Awareness <br />
