<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 9, 1986 <br /> <br />Council Business, continued <br /> <br />Williams asked if the Committee had a proposed work program or a <br />list of activities in which they would like to engage in the next <br />year; Kallestad stated they would like to set up a VCR program <br />at the public library, and Fruth reviewed the goals of the vari- <br />ous sub-committees. <br /> <br />In response to Schmidt's question, Fruth stated the organization <br />was formed well over three years ago. <br /> <br />Schmidt stated we hear a lot about chemical dependency from a <br />number of sources, and asked if there is any other organization <br />in this area that assumes a greater responsibility for awareness <br />or information for youth and adults than what the Committee sees <br />as its mission; Fruth stated there was not, and added that a num- <br />ber of organizations are more intense in one aspect or another, <br />or one age group or another, but no one has as general broad cov- <br />erage of information or age groups as his group. Kallestad stated <br />there is an Informational Committee that directs callers to the <br />appropriate agency, if appropriate, as they are not a counselling <br />service. <br /> <br />Benke asked when they would need a commitment from the city, <br />stating we already have a substantial investment through our <br />existing police force and school liaison efforts on which the <br />Mounds View School District is working, and the council has <br />recently discussed the need for a liaison officer which would <br />focus on the prevention side (as opposed to intervention pro- <br />grams). Benke continued that this city is very much interested in <br />prevention, but the problem is we have a lot of folks at the <br />state and national levels dumping responsibilities back to the <br />cities, and the cities are in the process of sorting out what <br />needs to be done. Benke also noted the city has staff involved <br />and would like to have them review the Committee's program to see <br />how it fits our efforts. As there are a lot of practical ques- <br />tions to be answered, Benke would like staff to work with the <br />Committee before the council takes action. <br /> <br />Fruth stated they cannot elect officers until they have appointed <br />a Board (two members of which would be from New Brighton), so <br />they would like to have it decided within the next week or two. <br /> <br />Kallestad stressed the Committee's community-wide interests. <br /> <br />Fruth stated they are interested in working with the Mounds View <br />School District, as long as the Committee's boundaries are not <br />defined by the Board. <br /> <br />In response to Benke's question, Kelley stated he had a number of <br />the same questions that were previously raised, particularly the <br />involvement with District #621, the role of the city, the role of <br />the Youth Service Bureau; appreciates that the problems are not <br />isolated with adolescents; and feels the by-laws raised more <br />questions than they answered. <br /> <br />Page Four <br />
