<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 9, 1986 <br /> <br />Council Business, continued <br /> <br />Benke stated his recommendation to council would be to direct <br />staff to continue discussions with the Committee to work out <br />administrative and technical details to insure coordination of <br />efforts. In response to Benke's inquiry, Brandt indicated she <br />would be interested in working with staff. <br /> <br />In response to Williams's question, Fruth stated the New <br />Brighton representatives on the St. Anthony Chemical Awareness <br />Committee need not be councilmembers but would be appointed by <br />council. <br /> <br />LeFevere questioned the nature of the organization and would want <br />to determine how the organization operates, and the basic forma- <br />tion of the organization with New Brighton and/or School District <br />#621 were participating. <br /> <br />Sinda asked if an agreement should be put together by staff, or <br />if council would prefer to have staff determine whether or not it <br />is a good idea for the city to get involved; Benke felt staff <br />first needs to determine whether or not it is a good idea for the <br />city to get involved. <br /> <br />Sinda asked if the Committee had expertise which be as good as, or <br />better than, what is already available somewhere in the community <br />or in the nation; if the organization crosses community boarders, <br />why is not the county, state, or federal government involved; and <br />if the city's and the school district's expenditures will get us <br />something we want and need (and is not duplicative) in the commu- <br />nity. Sinda then asked if the federal government should be doing <br />what it did fifteen years ago before it turned the programs back <br />to the states. <br /> <br />Brandt feels the community is not in a position to ignore prob- <br />lems that exists; this program has come up from volunteers in the <br />community who have educated themselves in this area, which rep- <br />resents a much greater investment of capital than just the $8000 <br />(which is only five cents for every person in New Brighton). <br /> <br />Sinda stated the question is whether or not New Brighton wishes <br />to get into funding programs; Benke would like that information <br />included in the report back to council. <br /> <br />Williams, realizing there are a lot of details to be worked <br />through, commented that New Brighton and St. Anthony do have drug <br />abuse problems. Williams stated he is very supportive of this <br />type of program, particularly since it is a volunteer program, <br />and feels it is very worthwhile. <br /> <br />Page Five <br />
