LONG LAKE (CONTINUED) -3- November 29, 1982 <br />• 5) City resiidents will ].:ik~;~ly interpret council action to <br />delay this project as position change on the local/ <br />regiona_1 issue. <br />6) Even with the $698,101 reimbursement, the city stands to <br />provide its .residents with a quality at considerably less <br />cost than a locally developed park. {See attached memo <br />from Russ Van Compel) <br />7) Staff has had preliminary contact with Metro staff on <br />the issue of reimbursement for legal fees incurred in <br />the recent mont~~s. There appears to be a good chance <br />that we can recover some of them, a hard line on the <br />interest issue might well jeopardize that reimbursement. <br />8) It is time to put this devisive issue to rest and pro- <br />ceed with development of this very important amenity to <br />the area. <br />On the other hand, the council and staff have an obligation to <br />strike the very best deal for the city and its residents. Un- <br />fortunately there is no way to determine in advance the conse- <br />quences of such an attempt at this time. <br />The cleanup of the "tar pits" on the site are currently the responsi- <br />bility of the city. The Metropolitan Council has agreed to fund the <br />. cleanup from the development budget for the park. They are willing <br />to have either the city or county supervise and front end the cost <br />of the project. Ramsey County staff has indicated that its Board <br />is likely to prefer that the city retain respo~4sibility for the cleanup. <br />The preliminary testing and investigation has been performed by the <br />city making it feasible for the city to facilitate the removal of <br />the material. Ramsey Councy must, however, be willing to accept re- <br />sponsibility for continued monitoring of the site as well as additional <br />cleanup if required by PCA at a later date. <br />The Park Board and staff recomfiend that the transfer be .accomplished <br />as soon as feasible in the hope that development can occur in 1983. <br />• <br />
