Fornell, City Alanager
RE: Long Lake/Rush Lake Regional Park
The EQB rejected the need for preparation of an EIS on a
7-l vote on November 18th. Thus, the City is in a position
where we can transfer title to City-owned land and receive
cur local cost reimbursement, currently being held by Ramsey
County. There still is some legal work to be done on the
title transfer, but it should be con-pleted within about two
weeks.
Staff had planned on putting a resolution authorizing the
transfer on the November 23rd agenda but due to concerns
expressed about the local cost reimbursement and the timing
occurrin~~ immediately after the EQB meeting, staff has deferred
the Council consideration until the December 14th meeting.
I have requested that Maurice Anderson provide you with a
comprehensive analysis as to the title transfer and the local
cost reimbursement. `I'he Finance Department wi]~1 provide an
uj>date on City costs incurred including expendiEures since
ttie Metropolitan Council grant amount was established. This
information should be submitted to you by November 30th and
may assist in facilitating a concensus as to the mechanics
and timing of the transfer and .the money issue.
Attached is a draft resolution authorizing the title transfer.
Staff will await your input on this matter.
JWF:jf /
cc: Maurice Anderson /
John Grau
Russ Van Gompel
•
