-4- <br />ISSUES <br />CAPACITIES <br />Prior to plan approval, New Brighton officials responded to strongly voiced <br />citizen concerns by reducing capacities of several facilities. The reductions <br />included: <br />1. Changing parking capacity for a large group (reservation) picnic area <br />from 2 buses and 1.52 cars to 100 cars. <br />9.. Changing parking capacity for a small group picnic area from 100 cars <br />to 50 cars. <br />3. Changing the capacity of a boat launch from 5 "high speed" and 15 <br />"fishing" boats on trailers to 5 high speed and 1.0 fishing boats on <br />trailers. <br />4. The development Capital Improvement Plan was modified to move up <br />certain facilities and move back others, principally moving up user <br />facilities and moving back utilities, fencing and. some roads.: <br />5. County committment to historical site incorporation was more tightly <br />defined . <br />Both county staff and the Metropolitan Council staff expressed reservations <br />about the changes. Nevertheless, a Ramsey County staff response (Appendix I) <br />indicates that, in their analysis, the park could still operate for its stated <br />purposes with the reduced capacities. The plan was adopted by Ramsey County <br />.with the lesser capacities. Council staff agrees with the analysis. <br />PETITION FOR ENVIRONMENTAL IMPROVEMENT STATEMENT <br />A second issue comes from actions which are separate but related. to the master <br />plan. The Long Lake Improvement Association, (LLIA) composed of Lakeshore <br />owners and some other New Brighton residents, has circulated and filed a <br />petition with the Minnesota Environmental Quality Board-calling for an <br />.Environmental Impact Statement fEIS1 on the proposed Master Plan. <br />At an EOB technical staff hearing and before the EQB, the LLIA's attorney <br />concentrated on three issues: potential impact on lake water quality, nuisance <br />noise levels and degradation from use which effects wildlife resources. <br />Although the EIS process continues at the Environmental Quality Board, staff <br />feels it worthwhile to address the raised issues for this discussion, since the <br />questions are raised over provisions in the master plan. <br />WATER QUALITY <br />The water Duality issue focuses on potential impacts from park development on <br />the Long Lake water quality. Ramsey County pointed out during its response <br />.that the plan does describe acreages of bituminous surf ace and of mowed turf <br />grassland in the park. It has not gone beyond these conceptual details. The.
