As described in "issues", facility capacities and the <br />Capital Improvement Plan/phasing of development has been modified in approval. <br />An Appendix ("I"l shows a chart of the approved phasing in the staff memo. <br />5. CONFLICTS <br />This topic does not receive a chapter to itself. Appropriately, issues related <br />to various categories are discussed throughout the document. In the opinion of <br />the staff, no outstanding issues, appropriate to a regional park plan, are not _ - <br />addressed. Other pertinent discussion is contained in the Issues section of <br />this .staff analysis. - <br />6. OPERATION <br />Chapter X of the plan is directed. to operations details and a 5 year schedule <br />in included. <br />7. PUBLIC SERVICES <br />Needed Public Services are described in concept and, where appropriate, in <br />detail. .Chapters VI and IX contain discussion and maps of necessary services <br />for the development of the park. <br />~: _ <br />ij 8. CITIZEN PARTICIPATION <br />A calendar. of the planning process, including a description of public <br />involvement, shows a lengthy series of opportunities for citizens to be heard, <br />beginning in 1977. <br />NEW BRIGHTON REIMBURSEMENT <br />Not part of the master plan review, the question of reimbursement to New <br />Brighton is important to this discussion. A letter detailing the City°s <br />reimbursement request is appended (Appendix III. The details of the request <br />raise some issues which are addressed in that section. <br />PHASE ONE DEVELOPMENT <br />The County proposes a "phase one" development as amended (p. IX-18) during plan <br />adoption. The plan calls for $663,000 of a $2,532,000 total development <br />proposal. The Recreation Open Space Capital Improvement Program allocation for <br />this park is $660,000 for 1981-82. The adopted phase one proposal will develop <br />a beach, picnic areas, interpretive/trails area and some smaller amenities. In <br />the aggregate, they represent facilities important to New Brighton and to the <br />service area. <br /> <br />
