-2- <br />.Minnesota Statute Section 473.315, Subdivision 1, authorizes the Council, with <br />the advice of the Metropolitan Parks and Open Space Commission, to make grants <br />for recreation open space purposes to cover all or a portion of the costs of <br />acquiring or developing regional recreation open space. <br />DISCUSSION <br />.The master plan document is comprehensive and reflects a very detailed <br />planning process. Because of early Metropolitan Council staff involvement, <br />concerns from lack of detail or lack of clarity have been remedied before the <br />final plan was .submitted. <br />Ramsey County Staff should be commended for the excellent planning work the <br />document represents. <br />The master plan also includes a joint powers agreement between the City and the <br />County.. The plan meets New Brighton's concerns about development in the park <br />and describes the City's active role in its operation, The plan also. appears <br />to meet Ramsey County concerns about the level of support which the County can <br />.make available in the beginning years. of park operation. <br />The plan .identifies the eight planning areas called for by the Recreation Open <br />Space Development-Guide/Policy Plan and adequately meets each. <br />1. BOUNDARIES <br />Including a map and parcel information the plan describes the boundary agreed <br />upon by the City and County. Four unacquired parcels are recommended for <br />inclusion. Each are described for their contribution, three basically support <br />natural resource management in the interpretative area around Rush Lake. <br />The fourth, an LP gas plant, is not essential but is a clearly incongruous use. <br />adjacent to the park entrance. No major changes are proposed from the 1975 <br />concept plan. <br />2. STEWARDSHIP PLAN. <br />Interim activities in the parcels are addressed as part of several sections of <br />the plan, in particular those which describe the planning process (II), the <br />site (III1, site condition (VII, and acquisition (VIII). Aminimum of <br />development and/or land management has been conducted with the exception of <br />shade tree cleanup, some trash pickup, and work by New Brighton and Minnesota <br />Pollution Control Agency (PCA) around a petroleum "tar-pit'° dump. The latter <br />has led to extensive water quality studies as well as plans to remove the <br />dumped materials. Resource analysis in the plan is comprehensive. <br />3. REGIONAL NEEDS ANALYSIS <br />A comprehensive service area analysis which references Metropolitan Council <br />input as well as analysis of the County and City interest has developed a <br />validated "needs served" discussion which is appropriate.
