METROPOLITAN COUNCIL <br />Suite 300 Metro Square Building, Saint Paul, Minnesota 551.01 <br />~.. <br />MEMORANDUM <br />T0: <br />FROM: <br />~:. ,. <br />Metropolitan Parks and Open Space Commission <br />Parks and Open Space Staff, Jack Mauritz <br />SUBJECT: Long-Rush Lake Regional Park Master Plan and <br />Acquisition and Development Grant <br />Referral #9207-1; Council Dist. 4 <br />INTRODUCTION <br />June 1, 1982 <br />Ramsey County has requested that the Metropolitan Council approve an amended <br />Regional Park development master plan entitled "Long Lake Regional Park Master <br />Plan". The amended elan has been approved by the City of New Brighton and by <br />Ramsey County in April and May of 1982. A related request from New Brighton <br />via Ramsey County calls for the buy-out of the City's interest in the Long Lake <br />segment of the regional park. The City's detailed costs are for $1,237,622. <br />The Recreation Open Space Capital Improvement Program for the 1981-82 biennium <br />shows $750,000 for acquisition and $660,000 for the development of the. regional <br />park. <br />A sequence of actions is summarized from Sec. II, pp. ?_-3, of the master plan. <br />In 1967, New Brighton approved a park referendum. Using funds from those <br />bonds, and funds from another 1.969 bond issue, the City purchased park land on <br />the east shore of Long Lake. In 1973, Ramsey County began acquisition of <br />property east of the Long Lake site, across the Minnepolis transfer railroad <br />right of wa.y. The Rush Lake land was included in the Council's <br />action list in 1974 and, at that time, incorporated part of the Rice Creek <br />trail in Ramsey County. Beginning in 1974, the County proposed a joint <br />regional park concept. By 1977, a joint planning agreement between New <br />Brighton and Ramsey County was approved and the County wrote a development <br />concept which received approval in the same year. In 1981, New Brighton <br />requested that the Metropolitan Council consider the city as an implementing <br />agency in the recreation open space system so the planned development could <br />proceed. In its presentation, the City stressed its readiness to develop and <br />operate the Regional Park and it perception that the County was not ready to <br />proceed. Metropolitan Parks and Open Space Commission and Metropolitan <br />Council recommended that the City and the County develop a joint agreement for <br />the Qark's operation which identified each agency's contribution but which left <br />the County as the responsible implementing agency, avoiding the proliferation <br />of implementing agencies. The agencies agreed. This master plan is a revised <br />and expanded version of the 1.977 concept plan and has been approved by both <br />parties, as was a joint powers agreement for the regional park operation. <br />AUTHORITY TO REVIEW <br />Minnesota Statute Section 473.313, Subdivision 2, authorizes the Metropolitan <br />-~~ Council to review, with the advice of the Metropolitan Parks and Open Space <br />Commission, master plans for regional recreation open space. Plans are to be <br />reviewed for their consistency with the Development Guide-Policy Plan for <br />Recreation Ooen Space. <br />
