Approval - Any and all amendments to or revisions of this master plan must be approved by both the Board of Ramsey County Commissioners and the New Brighton Cit1 Council prior to incorporation. Chapter 950, Laws of Minnesota, 1971, states that Ramsey County shall not acquire nor develop any real property without the approval of the governing body of the .municipality in which such property is located.
