19-34~(formerly 19-36):` As I recall, this section does not <br />fall within the parameters of the W.S.U.M. committee. This <br />was noted in DNR letter 07/16/79 to New Brighton and in my <br />letter .dated 03/12/82. I recommend deletion and/or denial. <br />of approval . <br />Temporary Permits: I note that the revision does not allow <br />for any special use permits, in spite of the suggestions <br />made at the meeting 03/18/82 and-again in your letter of <br />:03/26/82. I feel as you do; this is a most desireable pro- <br />vision for the public; passive and active users combirand. <br />However, comments by. Mr. Anderson, and I have to assume <br />they are the feelings of the New Brighton .Council, reflect= <br />bias. If ou recall, when discussing this issue at the meet-- <br />ing 03/182, you stated the reason for such a provision <br />may be for a carnival,`;water ski show, regatta, or some. such <br />'activity. Mr. Anderson said 'If it was up to me; I'd only <br /><allow as canoe regatta'. He. obviously opposes large .power <br />boats and water skiing. He admitted that he did not under- <br />stand the many falcets of W.S.U.M. Thia is reflected in <br />.his original proposal for time zoning 1 to 7:00. He re- <br />peatedly askedfor suggestions on constructing the proposal <br />and indicated °what ever you suggest, I'm sure the Council <br />.will agree .with'. He appears to be unknowledgeable con- <br />cerning-the subject matter. He originally proposed a section <br />concerning sailing for the lake when, in fact, this is not <br />a good lake for that particular sport. This is a classic <br />example of people not familiar or not in favor of a par- <br />ticular pastime, writing laws to restrict and control it. <br />Such proposals without proper.researchbenefit no one and <br />cnly serf*e to create future problems. <br />I maintain that 6MCAR 1.0221 has not been fully met; Specifically <br />A&B. In~my research it seems apparent that Mr. Anderson and <br />the New Brighton Council are not portraying an accurate pic- <br />ture of the situation.
