It <br />need not be too specific, she said, but somewhere it should <br />say that if there is going to be a change, this is the pro- <br />cedure. We know what it is, that the city and the county <br />both have to agree to changes, but it needs to be spelled out. <br />Simons said he would make a statement about that. <br />Commers asked if there were going to be another Joint Powers <br />Agreement. Simons said that the existing one has to be <br />amended. A second Agreement would establish the advisory <br />board. <br />Anderson said that then the amended original would be apart <br />of the Master Plan. Johnson said that he thought it was <br />important not to let the present one expire without a new one <br />taking its place. Simons said that it would be in the Master <br />Plan so that when the Plan is approved, it is also approved. <br />Borgstrom said he wories about the lake owners being accused <br />of wanting it to be a private lake. He said he did not think <br />that was true, but he is concerned about the beauty and <br />safety of the lake. He also worries about wasting a lot of <br />time in meetings in an advisory situation, he said. <br />Anderson said that Dahl is the only Park Board member that <br />lives on Hansen Park, but when the Board comes to a Hansen <br />Park issue, he has never seen an instance where eight people <br />say one thing and Dahl another. He said that groups develop <br />a working relationship and he usually finds that the person <br />who lives closest to something is considered the expert and <br />has the most to say about that facility. He said he would <br />guess that the people who live on the lake would be listened <br />to more carefully than people from outside the area. <br />Simons asked how it would be to include someone from the Long <br />Lake Improvement Association. He said the New Brighton council has <br />to approve the agreement, and they will be trying to protect <br />New Brighton. Ramsey County is going to protect the people it <br />represents. <br />Olson said she would rather see "lakeshore resident" than <br />,~ someone who specifically belongs to one organization. Carlson <br />agreed, saying that ten years from now that organization may <br />not exist. Olson added that she would like to see that spelled <br />out. <br />Dahl objected that that would be telling the City Council who <br />to appoint.
