k~:._ F <br />Borgstrom said that looking at the "maintenance costs," it <br />appeared to him they were very low. Members discussed some <br />of the costs, and Simons said that they would check the costs <br />to see if they are accurate. <br />Simons suggested that the group should try to understand that <br />in writing the Master Plan they try to say something but not <br />commit themselves too much, because even by the time it has <br />been adopted it will need changes. We do not want to go back <br />to the governmental bodies two months after it has been <br />adopted for minor changes, he said. So they try to work in <br />some flexibility. Some functions are defined in the Joint <br />Powers Agreement. Some of them were facilities about which <br />the city had the greatest concerns. <br />Dahl asked if it would also sa,• rhat if there are to be park- <br />ing meters at the boat launch,~New Brighton would get the <br />revenue. Simons said that should be written on the last page. <br />New Brighton might want to do the swimming beach with its own <br />tax revenue, he said, while Metro Council is trying to work <br />out the problems. Anderson said that they were talking about <br />having a separate entrance fee for the beach. Simons said <br />that the county will have a reservation fee and exclusive <br />reservations for group picnic areas. <br />The proposed advisory board came under discussion. Cook said <br />he questioned the need for people from other cities to sit on <br />the board. Anderson said that probably the county board would <br />appoint three people and the city council would appoint three. <br />That could include more than three New Brighton residents, <br />because possibly no one from Shoreview, for example, would be <br />interested. <br />Commers said that then those people from other cities could <br />change everything that had been done. Simons responded that <br />the committee would be only advisory, that it would not have <br />any power. <br />Dahl asked if it would be likely to meet regularly or only if <br />something came up. Anderson said he thought it could meet <br />quartextl.y. Simons said maybe two of the members would go out <br />and look at the maintenance and then the group would meet and <br />make a recommendation. <br />Anderson said that if the Master Plan is approved by the City <br />Council and the County Board as it is, this one concept would <br />probably be the most significant thing that had come up as <br />far as city input on a continuing basis. He said he could not <br />conceive of a better way for that to happen. The plan really <br />gives New Brighton residents some clout, he said. <br />Cook said that sometimes people removed from a situation really <br />did not care what happened. Borgstrom added that they might <br />think that Valley Fair was a neat idea and not realize the <br />impact it would have. <br />-4- <br />
