Jacobs said that his task force was a group of two. He asked
that if anyone knew of any volunteers to help study the issue,
he would like to know of them. Commers said she thought it
was important for Jacobs to inform the committee before the
group decides on the master plan.

Dahl said she would like to see more figures provided on the
"reduced" concept. She said she needed a better understanding
of what was intended to be developed for those dollars. Jacobs
said that he had taken the Metropolitan Council's schedule and
asked, "Do we need this?"
Carlson asked what was included under "swimming.'' Jacobs
responded that the figures were fairly arbitrary. Dahl said
that if people are going to discuss things in terms of a par-
ticular cost, it needs more detail. Some of us who might
like a city park, she said, would feel that these figures are
low.
Anderson asked whether it would be appropriate for. him to talk
to Metro Council or the county to determine whether there is
any possibility under law or established policy for the lease/
purchase arrangement. Jacobs s?id that he would probably get
a refusal unless he gave them ~~he entire concept. Governments
do lease things, he said, they don't always own everything.
Borgstrum said he thought it was encumbent on the Park Board
to look into the matter. Dahl said that that was why the
Board had encouraged the committee. She thanked Jacobs for
coming and he left. the meeting.
The committee then turned its attention to the Master Plan
and revisions. Simons said the planners have deducted the
"no wake" zone from the lake surface area, which leaves just
113.9 acres. That would require 5.69 boat/trailer spaces.
Metro Council had said they were going to hold firm on the
requirement and not support the park, but if there is a good
case for fewer boat/trailer spaces, it could work. He said
he thinks this is a good case. Cook said that he thought it
was all "dead wrong" becuase it did not consider the boats
around the lake.
Simons said that now they are talking in terms of acres per
space. He said it used to be thought that a power boat
occupied 20 acres. They now say a power boat with skier for
10 acres. They say there could be nine from Lakeshore
occupants and nine from outside. Carlson questioned whether
they really meant that 18 power boats on Long Lake would be
safe. Simons said that not all 18 would be power boats.
Dahl said that she had thought that a paragraph about the
boats now on the lake was to be included in "limits to
development." Simons said that would be addedn
-3-
