Jacobs responded that after it has been turned over to the <br />county, the city owns nothing and yet it will cost the city <br />$50,000 a year. If the city has no fee interest, he said, the <br />city should incur no costs. Borgstrom also asked why New <br />Brighton should pay for something that is county-run. <br />Johnson said that when we ask for something, we have to give <br />something. New Brighton is looking for an element of control. <br />Anderson added that the City Council had responded to citizens' <br />concern about control by asking the county to contract with <br />the city for some facilities. In essence, that says that we <br />have some. control over those facilities. If the concerns had <br />not been voiced, the city might have turned the whole thing <br />over the the Metropolitan Council and countyo The assumption <br />is made that if we are going to control, then we are going to <br />have to come up with the money to do it. No one is going to <br />allow the city to control something where there is no financial <br />interest, These responsibilities were included not at the <br />county's request but at the city's. <br />Jacobs asked if the city would have the opportunity to tell <br />people not to come into the park. Anderson said that we would <br />have essentially the same control as if it were a city park. <br />A user ticket could be required either as a metropolitan park <br />or as a city park. Jacobs asked if just 2,000 stickers could <br />be sold . Anderson s aid yes , biz' they could not be 1 invited to <br />New Brighton residents. <br />Dahl asked Jacobs to run off the city•s reimbursement for the <br />Park Board meeting and bring the material to it. She also said <br />that she thought it would be appropriate for him to speak to <br />someone in the county. She had been under the impression that <br />he was going to do that, she said. <br />Jacobs said he would do that. If he got the feeling that the <br />concepts were in line with what is wanted, if it is of interest, <br />he-would continue. Otherwise, it would be a waste of his time, <br />he said. Dahl said that it would be better if everyone knew a <br />little more about the options. <br />Jacobs said he would expect the Park Board to respond and tell <br />him to proceed. Dahl said that she was concerned about the <br />delays that were occuring and suggested he should go to the <br />county before the Park Board meeting. <br />Johnson suggested that since four Park Board members were at <br />the meeting, they could give Jacobs some feedback. Carlson <br />said he did not think that would be appropriate. Dahl said <br />she. thought that when the Park Board had encouraged Jacobs to <br />look into the options, he was going to get some feedback from <br />the other agencies. If they said, absolutely no, then there <br />would be no point in discussing it. <br />-2- <br />
