<br />Simons said that Metro Council warts the Master Plan and they <br />want included in it any contracts between the two agencies <br />involved. As long as the schedule is in the Master Plan, <br />they expect a contract between the two agencies that says the <br />agencies will accept that responsibility. If in ten years the <br />city wants out, then the contra^t would be terminated and the <br />Master Plan amended. The Joint Powers Agreement will be <br />amended to extend the longevity. <br />Carlson said he was wondering whose ordinances govern the use <br />of the park. Simons said that the county's ordinances take <br />precedence. Carlson said that since New Brighton police would <br />be patrolling the park, he thought it would be possible that <br />they would enforce New Brighton ordinances rather than the <br />county's. He said that in some areas the county's ordinances <br />are very weak. For instance, he said, the county has "no <br />parking" areas, but cars can only be tagged, and people will <br />park there if it is only a $5.00 ticket. <br />One of the things the group has talked about, Carlson said, is <br />trying to regulate the outside boats. He said we want to be <br />sure that if there are five parking spaces there are just five <br />boats. But if all a person has to do is park on the grass, <br />then there will be a problem. How do we get that in the <br />Master Plan, he asked. It is not in New Brighton ordinances, <br />either. <br />Simons said that they would put in recommended amendments, <br />but he did not think it required an ordinance change. Carlson <br />said that if they go by common practice in the county, nothing <br />is going to happeno Simons said no one has asked the highway <br />department to do anything.
